  • Residence permits: AIMA's online Renewals Portal now takes permits expiring up to 31 January 2027.
  • Telecoms: ANACOM has issued a draft decision refusing to let EchoStar lease its 2 GHz satellite spectrum to SpaceX for a Starlink direct-to-phone service.
  • Energy: a new ordinance sets grid connection rules for battery storage, with the heaviest duties for large sites.
  • Graduates: the salary premium for qualified workers under 35 has had no application round since 2024, and the Finance Minister gave Parliament no date.
  • Housing: only about 12,000 of the 31,792 homes completed under the Recovery and Resilience Plan are new builds.
  • Health: Cabo Verde is reviving its covid-era arrival checks after Ebola reached Nigeria, while the ECDC rates the risk for Europe as very low.

Online Renewal Opens for Permits Expiring by January

AIMA's Renewals Portal now states that it accepts residence permits whose term expires between 1 July 2025 and 31 January 2027; DN Brasil reports the window moved forward on Friday from December. Your tax and Social Security position must be in order before you apply, and ordinary permits that expired before July 2025 go through a separate AIMA platform. AIMA's pages point to no general extension of validity.

EchoStar asked to lease its 2 GHz mobile satellite right to SpaceX for three years so Starlink could reach ordinary phones. ANACOM's draft decision of 20 October refuses it because a satellite constellation would change the licensed network. Comments are open until 4 November and the final decision is due by 18 November. Starlink's dish broadband is not affected.

Most Recovery Plan Homes Are Not New

Housing institute figures released to ECO show that about 12,000 of the 31,792 homes completed under the PRR by August are new builds; the rest are refurbishments and purchases. The 26,000 target was beaten, but some 33,000 more homes are still to be funded by 2030, and councils remain the door for anyone on a waiting list.
