Portaria 436/2026/1 reverses the subtraction at the heart of the 12 million euro Douro support, so the payment now grows with the share of a grower's normal crop left on the vine, and the IVDP gets 15 new days to open applications.
Portaria n.º 433/2026/1 subsidises 75 percent of the interest on money borrowed to pay growers for the 2025 and 2026 crops. Applicants must not have bought wine from outside Portugal in three consecutive campaigns, and must promise not to.
The order implementing the government's September announcement pays a per-hectare rate scaled by how far this year's crop sits above a grower's own five-year average. The grapes have to stay on the vine until the IVDP has been to look at them.
The Instituto da Vinha e do Vinho puts Tras-os-Montes up about 15 percent this campaign, roughly 94,000 hectolitres against 84,000. In Sonim, growers who lost 90 percent of their vines are harvesting what survived, uninsured, with a 27 October aid deadline ahead.
The IVDP set this year's beneficio at 76,000 pipas, a thousand more than 2025 but 28,000 below 2023. A pipa bound for Port fetches 900 to 1,200 euros; the same fruit sold for still DOC Douro wine fetches 150 to 400. The price has sat near 1,000 euros for twenty years.
