A Serving Coordinator Has Reported Portugal's Chief Detective to the Attorney General Over a 2015 Recording He Swore Never Existed
The Procuradoria-Geral da Republica has confirmed receiving a criminal complaint against Carlos Cabreiro, national director of the Policia Judiciaria, and has passed it to the DIAP in Lisbon. It was filed by a serving PJ coordinator with more than thirty years in the force. The subject is an afternoon in October 2015 at a service area on the A5, where the PJ watched the lawyer Anibal Pinto meet Doyen's Nelio Lucas, in the operation that led to the identification of Football Leaks hacker Rui Pinto. Inspectors testified that no recording was ever made. One of the two officers named as writing the report told the court in January 2021 that she had heard "rigorously nothing" and had signed the document anyway; she now faces a false-testimony charge with a decision listed for September. Cabreiro, then the cybercrime coordinator, swore no recording was made and that the law would not have allowed one. The complaint cites internal PJ paperwork saying otherwise: a mission order mobilising the covert-surveillance unit, subscribed by Cabreiro himself, and a report describing devices placed on the two cooperating men, with the files afterwards burned to a CD. Cabreiro "maintains all the statements made in court"; the Justice Minister "maintains confidence" in him. Anibal Pinto has filed a complaint of his own, naming possible offences from denial of justice to abuse of power.
Portugal Publishes the Rulebook for Its Single Social Benefit: 15 Hours of Community Work a Week, 20 From the Third Renewal
Portaria n.º 394/2026/1, in the Diario da Republica of 27 August, sets out how the prestacao social unica will run, completing Decreto-Lei n.º 166/2026 of 13 August. The benefit takes effect on 31 December 2026 and folds in thirteen existing supports, among them the rendimento social de insercao, the social unemployment subsidy and the social old-age, invalidity, widowhood and orphanhood pensions. The reference value is 50 percent of the IAS, or about 268.57 euros a month at this year's 537.13 euro indexante, with the household total capped at six times the IAS. Working-age recipients must be available for solidarity activities up to 15 hours a week and 8 hours a day; from the third annual renewal that rises by five hours, to 20. Each 20 hours actually performed earns a participation voucher worth 2.5 percent of the IAS, which is 13.43 euros. The promoter, coordinated by the camara municipal, owes transport, a meal where the day runs four hours or more, and personal accident insurance. Absence is excusable for illness, care duties, parental responsibilities, bereavement, legal obligations and, notably, steps taken to find work. Applications, renewals and income checks run digitally by default.
Narana Coissoro, Born in Goa and Thirteen Years the CDS Leader in Parliament, Has Died at 94
Narana Sinai Coissoro died on Saturday at 94. He was born in Goa on 3 October 1931, when the territory was still Portuguese India, read law at Coimbra and took his doctorate at the University of London. He practised as a lawyer and held a full professorship, later emeritus, at the ISCSP in Lisbon. He sat in the Assembleia da Republica across eight legislatures and led the CDS parliamentary group from 1978 to 1991, an unusually long tenure spanning the turbulence of the late 1970s, the accession negotiations with the European Community and the Cavaco Silva majorities. From 1999 to 2005 he was a vice-president of the Assembly. The academic work pointed east: he presided over the Instituto do Oriente and wrote on law and political science, and his attachment to Goa stayed visible to the end. On his ninetieth birthday in 2021 he received the Gra-Cruz da Ordem da Instrucao Publica at a ceremony at the Casa de Goa in Lisbon; he also held the Gra-Cruz da Ordem do Infante D. Henrique. The CDS-PP note of condolence picks out his "rigour of thought" and the "force of the word", and binds his life to the establishment of Christian democracy in Portugal.
Four Portuguese Companies Sign With Saudi Partners on Monday, and the Business Council Says Sport and Energy Come Next
A delegation from the Saudi-Portuguese Business Council is in Lisbon until Tuesday, and on Monday four Portuguese companies sign memoranda of understanding at the headquarters of the employers' confederation CIP. The signatories are the northern firms DigestAId, Ciberbit and ITGest and the aesthetic medicine clinic NBClinic, covering commercial representation, starting operations in Riyadh, or the search for financing. It is the council's third official visit and the first it calls sectoral, with health and health technology setting the theme. Its president, Alwalid Albaltan, told ECO the next targets are sport and energy, and the reason is calendar arithmetic: Portugal co-hosts the 2030 World Cup with Spain and Morocco, and Saudi Arabia hosts in 2034. "These two sectors, especially sport, deserve attention from the private sector," he said. His diagnosis of what holds investment back is legibility rather than appetite: "How do you open a company? How do you get to investment opportunities? If it becomes accessible, we will see the results." Traffic the other way has the opposite problem, with Portuguese firms treating the Gulf as a risk. The council was created in 2024; AICEP has an office in Riyadh.
Fernando Pimenta Takes a Fourth World Title in the K1 1000 at 37, by Twenty-Two Hundredths of a Second
Fernando Pimenta won the K1 1000 metres at the canoe sprint world championships on Saturday afternoon at Malta Lake in Poznan, crossing in 3:24.39 and holding off Hungary's Balint Kopasz, the defending champion, by 0.22 seconds. Australia's Thomas Green took bronze in 3:25.80. Pimenta, who is 37 and from Ponte de Lima, had already beaten Kopasz in Friday's semi-final by twenty-four hundredths. He went into the final holding three golds, three silvers and three bronzes at world championships in this distance alone, so the win makes it a fourth title and a tenth world medal in the K1 1000. His 2026 has not tapered: World Cup gold in Szeged in May, two golds in a single weekend in Montreal in July, and he now leads the Olympic qualification ranking for the distance for Los Angeles 2028, which would be his fifth Games. It was Portugal's second medal of these championships, after the K4 500 bronze taken by Gustavo Goncalves, Joao Ribeiro, Messias Baptista and Pedro Casinha. He lines up again on Sunday, in the K1 5000.
Two Portuguese Siblings Are Found Alive Near the Tibet Border, but Three Nationals Are Still Missing After the Himalayan Flood
The Ministerio dos Negocios Estrangeiros has confirmed that two Portuguese siblings reported missing after Wednesday's flood on the Nepal-Tibet border were located in safety. They were on holiday in Nepal; the woman lives in Portugal, the man in Australia. A third Portuguese man, resident in France, had been found earlier in the week. The relief was partial: in the same statement the ministry recorded two new disappearances, leaving three nationals unaccounted for, and Sunday morning's Lusa update places at least one Portuguese among those still missing on the Tibetan side. The wider count, published at 06:37 on Sunday from Nepal's disaster risk reduction authority and Chinese state media, stands at 750 dead and 3,044 missing across the two territories: 734 dead and 2,498 missing in Nepal, 16 dead and 546 missing in Tibet, of whom 261 are foreign nationals. Nepal's toll rose by 59 in a day. The working explanation is a glacier collapse; the USGS logged a magnitude 5.2 event with the surge, and Nepalese authorities warned on Sunday that water levels were rising again.
