General Daily Briefing: Friday, 30 October 2026
Activating the Chave Móvel Digital in Portugal
How to get Portugal's free digital key, who can activate it online or at a counter, how the PIN and security code work, and how to sign documents.
Good morning. Here is your Friday briefing for 30 October 2026: the day's essential Portugal stories for residents, immigrants and anyone keeping an eye on the country, below this week's featured guide.
- Schools: the 2025 exam rankings put private schools on top again and the best public school 38th, and the Ministry's InfoEscolas portal lets parents check their own school more fairly.
- Income tax: the Cabinet approved the decree-law cutting IRS rates on the first six brackets for all of 2026, saving a single taxpayer up to about 171 euros a year.
- Storm repairs: storm-hit councils are set to get until at least 31 December, instead of 30 November, to claim up to 60 percent of public repair costs from the Municipal Emergency Fund.
- Roads: the GNR has extra patrols and checks on the busiest mainland roads until Sunday, All Saints' Day, with drink-driving, speed, phones and seatbelts in its sights.
- Lawyers: 58 percent of lawyers who answered the Bar Association's 2024 survey earned under 2,157 euros a month, and residents who cannot afford one can apply for legal aid.
- Constância: the former Tupperware factory has been sold for 4 million euros to a cutlery maker from the Leiria district, leaving former workers about half of what they are owed.
What the 2025 School Rankings Show
Media rankings of the 2025 national exams put Porto's Grande Colégio Universal first again, with the best public school, the Conservatório de Música do Porto, in 38th place in Lusa's table. Public schools improved and the North leads. Each outlet ranks by its own rules, and the Ministry's InfoEscolas portal lets parents compare their school with pupils from similar backgrounds.
The 2026 Income Tax Cut Clears the Cabinet
The Council of Ministers on Thursday approved the decree-law lowering IRS rates on the first six income brackets by 0.3 to 0.5 points, backdated to 1 January 2026; it now needs the President's signature. A single taxpayer saves at most about 171 euros a year. November withholding is already halved by a separate order, and the rest is settled in the 2027 return.
More Time for Storm-Hit Councils
Councils, parishes and inter-municipal bodies in the storm calamity areas are set to get until at least 31 December to apply to the Municipal Emergency Fund, which pays up to 60 percent of public repair costs, minister Manuel Castro Almeida told Parliament. The change is not yet published, so 30 November stands for now. Storm recovery has absorbed 3,030 million euros so far, he said.
Road Checks for the All Saints' Weekend
The GNR is stepping up patrols and road checks on the mainland's busiest routes from today until Sunday 1 November, All Saints' Day, when families traditionally visit cemeteries. It is urging drivers to avoid alcohol, phones and speeding and to buckle up. During the 2024 operation officers detained 228 drivers for drink-driving at the criminal level.
What Portugal's Lawyers Earn
A report by Legau, built on the Bar Association's 2024 survey of 8,801 lawyers, finds that 58.1 percent of respondents who disclosed their pay earned under 2,157 euros a month gross. Women, 57 percent of the profession, are far more likely to be at the bottom of the scale. Residents who cannot afford a lawyer can apply to Social Security for legal aid.
Tupperware Factory Finds a Buyer
The former Tupperware plant in Montalvo, Constância, has been sold for 4 million euros to an unnamed cutlery firm from the Leiria district, after a failed auction earlier in October. About 192 former workers expect to recover roughly 40 to 50 percent of what they are owed.
