Montenegro framed it, together with the planned Francos-node fix on the VCI, the proposed Arrábida-to-Francos tunnel and the AEP-Ramalde underpass, as "the biggest transformation of Porto's road capacity in a generation." The expert commentary published through Wednesday and Thursday split: the road-planning camp likes the alignment and the cargo-diversion logic; the urban-mobility camp warns that building more capacity around Porto without binding investment in transit produces more cars and more sprawl rather than less congestion. The project has no construction calendar yet — what was announced is the political commitment, not the tender. Expect the contours to harden over the autumn budget cycle.

STCP Buses Speed Up for the First Time in Four Years

Público's transport desk landed the data on Thursday 14 May: STCP's commercial bus speed rose to an average 15.8 km/h in 2025, snapping a four-year slowdown trend. Service-compliance rates lifted too, and the dedicated bus-corridor network — which had been quietly contracting since 2021 — grew by 1.3 kilometres to a total of 24.6 kilometres last year. STCP's 2025 net result came in at €2.9 million, up from a near-zero €83,700 in 2024 and the strongest print in years. The operational read for residents is simple: the Boavista, Constituição and Antas axes recovered minutes after a stretch of pandemic-era backsliding. The political read for Pedro Duarte's team is harder. The Câmara approved a statute change in March transferring STCP Serviços into a Porto-exclusive municipal mobility company, and a Cartão Porto free-pass scheme was authorised by the Assembleia Municipal on 4 May for the city's 252,687 residents. The 2025 speed data tells the Câmara the operation is in shape to absorb the demand surge that free transport is supposed to trigger.

Porto Solidário Widens the Housing Support Perimeter

The Câmara also tabled a regulation change to the Porto Solidário Fundo Municipal de Emergência Social this week, lifting the income ceilings for rent and mortgage support and re-indexing them to the INE national average wage rather than the static thresholds that froze eligibility for two years. Inside the 2026 municipal budget, €48.9 million is reserved for housing — Pedro Duarte's office reaffirmed the four-year target of 1,600 accessible rental units. Construction in the Bairro de Campanhã, with 124 accessible rental units plus 27 free-market homes funded by an €18 million Ageas investment, is the standard-bearer for that target. Five city-managed social neighbourhoods are queued for public-space interventions later in 2026. None of it on its own moves the rent curve, but together it sketches the executive's housing answer: more units, broader subsidy, longer city involvement on the demand side.

Serralves em Festa Returns 29–31 May for Its 20th Edition

The Fundação de Serralves confirmed the 20th-edition programme on Monday: 50 uninterrupted free hours of contemporary art, music and performance from 18:00 on Friday 29 May through 22:00 on Sunday 31 May, with the Caravanserá parade through the Baixa do Porto opening the festival on Thursday 28 May. Around 160 projects, 650 artists, 34 nationalities. Cybotron (the Detroit electronic-music pioneers), You Origin (Stephen O'Malley with the Alponom ensemble on ten alpine horns), The Sabres of Paradise and the Barcelona duo Dame Area headline the international names. The festival is free, the park gates open at 18:00 on Friday, and Metro do Porto traditionally reinforces the ISMAI line — expect a similar plan in the next two weeks.

Watch for: the women's Clássico at Jamor on Sunday 17:15 (Benfica versus FC Porto in the Taça de Portugal Feminina final), the Câmara's planned vote on the Porto Solidário regulation revision, and the further specialist back-and-forth on the VCE alignment.
