Ogier wins a seventh Rally de Portugal, Duarte pulls the Campanhã and Centro Histórico mosque lots, Mota-Engil takes the €113.5M Contumil–Ermesinde, and the Linha Rubi walks out of the PRR.
From the dusty stages around Fafe and Paredes to the Paços do Concelho on the Aliados, Porto spent the week of 4–10 May on two tracks: a World Rally Championship round that drew a million spectators across the Norte, and a câmara making politically expensive calls. Sébastien Ogier collected a seventh Vodafone Rally de Portugal on Sunday, Pedro Duarte pulled the two municipal lots earmarked for mosques out of public auction, and Infraestruturas de Portugal handed Mota-Engil the contract that finally quadruplicates the Linha do Minho between Contumil and Ermesinde. Ogier Takes a Record Seventh Rally de Portugal at Fafe
Sébastien Ogier sealed the seventh Rally de Portugal of his career on Sunday, holding off Ott Tänak by 8.7 seconds in the Matosinhos finish and extending his all-time record at the event. Kalle Rovanperä rounded out the podium 12.2 seconds back in the second works Toyota. Tänak had led for most of Saturday and looked set to take a first WRC win of the season until a steering rack failure on stage 17 stripped him of the lead; his Sunday fightback through the Fafe and Cabeceiras de Basto loops was the weekend's story even as Ogier nursed his GR Yaris home. The Power Stage at Fafe — Pedra Sentada and its jump — went to Thierry Neuville. The FPAK estimates the rally drew a million spectators across four days running from Coimbra up through Lousã, Arganil, Góis, Paredes, Felgueiras and the Fafe loop, and Turismo do Porto e Norte's local economic-impact estimate is again pointing to a north-of-€190 million boost.
Câmara Withdraws the Two Mosque Lots From Public Auction
Pedro Duarte pulled the câmara's two municipal lots earmarked for mosques — one in Campanhã, one in the Centro Histórico — out of the public-auction calendar on Saturday, the same week Chega filed its motion against the disposals at the Assembleia Municipal. The mayor's office framed it as procedural, citing the need to re-evaluate the urbanistic terms of both sites before they return to tender, but the move lands inside a fight Duarte has been openly losing in his own coalition: IL had questioned the bundling of the two properties and Chega had threatened a challenge at the Tribunal Administrativo. The Comunidade Islâmica do Porto, which had pre-registered for both lots, said it 'continues to expect dialogue with the municipality.' The rest of the câmara's housing-portfolio auction calendar still runs in June.
Mota-Engil Takes the €113.5 Million Linha do Minho Quadruplication
Infraestruturas de Portugal awarded Mota-Engil the €113.5 million Contumil–Ermesinde quadruplication on Thursday, 24% below the indicative ceiling and ahead of three competing consortia. The work doubles capacity on the busiest commuter section north of São Bento and is the largest single piece of the Norte CP modernisation envelope tendered this year. Construction is scheduled to start in the autumn under a 36-month window, placing the four-track corridor in service by late 2029. CP and Metro do Porto have opened parallel coordination on signalling at Ermesinde — the interchange where the urban network meets the line out to Braga, Guimarães and Valença.
Assembleia Municipal Signs Off on Free Public Transport for Portuenses
The Assembleia Municipal approved the câmara's free-public-transport scheme on Tuesday: from a date still to be set, all 252,687 residents of the municipality will travel free on the Andante network — bus, metro and urban CP — across the entire AMP. Cost is budgeted at €20.5 million a year, drawn from IMT revenue and the municipal transport line. Pedro Duarte sold it as 'social and climate' policy, but the mechanics are politically fragile: the câmara still needs the Área Metropolitana to align reimbursement rates with operators, and STCP and Metro do Porto want guarantees the residents-only segmentation will not erode revenue from non-Porto AMP commuters paying standard Andante fares.
Linha Rubi Formally Walks Out of the PRR Window
Metro do Porto and the Ministério da Coesão Territorial confirmed on Thursday what the câmara has been quietly briefing for months: the Linha Rubi — the new line crossing the Douro between Casa da Música and Santo Ovídio in Gaia — will not open before July 2028, outside the PRR completion window the project was designed to fit. Castro Almeida said part of the €352 million envelope will be redirected to other Recuperação e Resiliência buckets, with the remainder carried on the national budget. Construction continues at the Casa da Música and Arrábida portals; the bridge tender is expected before the summer recess.
Justice: Operação Babel Closes First Instance, Lar do Comércio Charged
Two Norte cases moved this week. The Tribunal Judicial de Vila Nova de Gaia sentenced Patrocínio Azevedo, former president of the Junta de Freguesia de Mafamude, to eight years and six months for aggravated passive corruption on Friday, closing the first-instance phase of Operação Babel; three co-defendants drew suspended sentences and the MP is expected to appeal one of them. On Monday, the MP charged the Lar do Comércio in Matosinhos with negligent homicide over the COVID-19 deaths of 18 residents in spring 2020 — the first criminal prosecution of a Norte care home tied to the early pandemic. Two named directors will be tried alongside the institution; no trial date is set.
Dia da Europa at the Aliados
Saturday's Dia da Europa programme filled the Aliados with a 5 km road race, a free bandstand concert and a formal session at the Paços do Concelho, where Pedro Duarte received Commissioner Maria Luís Albuquerque and the Secretário de Estado dos Assuntos Europeus. The câmara also ran a Brussels-themed gastronomic tent and a school competition with a Brussels trip as the prize.
The Week Ahead
FC Porto closes its campeonato on Sunday, with the title parade on the Aliados set for Saturday 16 May. The Assembleia Municipal returns mid-week on the Andante reimbursement contract before recess, and the câmara is expected to publish revised terms for the Campanhã and Centro Histórico mosque lots.
