MNE Paulo Rangel Summons Israel's Ambassador to the Palácio das Necessidades Over Detention of Portuguese Doctors Bartilotti and Dias Aboard the Tenaz, Flagged as a Breach of International Law

The Ministério dos Negócios Estrangeiros summoned Israel's ambassador to Lisbon to the Palácio das Necessidades on Tuesday 19 May after the Israeli Navy intercepted the vessel Tenaz — part of the pro-Palestine humanitarian Global Sumud Flotilha — in international waters west of Cyprus and detained two Portuguese doctors aboard, Beatriz Bartilotti and Gonçalo Dias. Foreign Minister Paulo Rangel told the press the action was 'em violação do direito internacional' and demanded the immediate release of both doctors, framing the summons as a formal escalation past the consular channel the MNE had been working through the embassy in Tel Aviv since the interception.

The Tenaz and the Flotilha

The Global Sumud Flotilha is a maritime convoy of more than 50 civilian boats organised out of Turkish ports to deliver humanitarian aid to Gaza and break the Israeli sea blockade. Bloco de Esquerda and the PCP both filed parliamentary questions during the previous flotilha cycle in early May after a separate group of Portuguese nationals was detained — both parties pushed for the convocation that landed on Tuesday.

Diplomatic Track Record

Portugal formally recognised the State of Palestine on 21 September 2025, joining nine other states in a coordinated UN General Assembly cycle.
