The Vila Nova de Gaia coach manufacturer CaetanoBus has been pushed into a deep restructuring. Mitsui & Co. declined to participate in a €15 million capital increase, mechanically diluting its stake from ~38% to 19.7%. British National Express cancelled approximately 60% of its pending orders from October 2025, costing €20 million-plus in revenue. 2025 closed with revenue down 12% to €118.3 million, EBITDA at -€2.7 million, and net result at -€13.8 million. A new 88-worker layoff is under way through June, on top of the 40-worker reduction processed in 2025. Trump Lifts EU Auto Tariff to 25% on Truth Social After Merz Iran Comments — ACAP Says Portugal's Direct Exposure Is Limited but Volkswagen Autoeuropa, Continental Lousado and the Component-Supplier Stack Hold the Indirect Channel
President Trump posted to Truth Social on 1 May 2026 that the United States would unilaterally lift the EU automobile-and-truck tariff from the 15% July-2025 negotiated rate to 25% with effect from 'this week', citing German Chancellor Friedrich Merz's comments on the Iran conflict as the breakpoint. ACAP secretary-general Helder Pedro: 'Portugal is not directly affected — the majority of national automotive exports are destined for the European Union.' The transmission channel runs through the German OEM stack: Volkswagen Autoeuropa Palmela (~5,200 employees, T-Roc and Tiguan Allspace platforms), Continental Lousado (Famalicão tyre and component plant, shares -4% Friday), Stellantis Mangualde (van platform), and the Aveiro-Braga-Famalicão Tier-1/Tier-2 components stack. Operação Fundo Perdido Confirms €3.2 Million State Loss as Three Are Arrested for Subsidy Fraud Across Évora, Santarém and Setúbal — Portugal 2020 and Alentejo 2020 Programmes Both Hit, 23 Counts of Subsidy Fraud and a Criminal-Association Indictment
The Ministério Público confirmed Monday that Operação Fundo Perdido has formally established a €3,226,910.30 state loss inside the Portugal 2020 and Alentejo 2020 EU-funds programmes. Three suspects — including a certified accountant suspended from professional duties — are charged with one count of criminal association and twenty-three counts of subsidy fraud each. The PJ's National Anti-Corruption Unit executed 35 search-and-seizure warrants across the districts of Porto, Santarém, Lisboa, Setúbal and Évora on 28 April. The scheme combined fictitious invoicing and over-invoicing, bypassing the prior-market-consultation requirement. The wider underlying scheme may have channelled more than €15 million in fraudulently obtained community funds; the €3.2M is the share fully traced to the indicted entities. More Than 200 Inmates of Lisbon's Estabelecimento Prisional Refuse to Return to Cells in Peaceful Protest Against Conditions in Ala B — GISP Intervention Unblocks the Stand-Off as Director António Leitão Promises an Afternoon Hearing
More than 230 inmates of the Estabelecimento Prisional de Lisboa (EPL) staged a peaceful protest in Ala B on Monday morning, refusing breakfast and medication at 08:00, sitting on the ward floor, and demanding a hearing with director António Leitão. Their grievance: lack of habitable conditions inside the ageing facility on Largo do Beato. The Grupo de Intervenção e Segurança Prisional (GISP) intervention unblocked the situation; inmates accepted to return to cells in exchange for an afternoon hearing for a representative group. SNCGP president Frederico Morais: the protest was 'pacífica em todo o seu desenvolvimento', but earlier engagement by management would have avoided GISP activation and prevented drift toward 'o início de um motim'. DE-SNS Opens 14-Day Public Consultation on a New Medicina Intensiva Network — 21 Service Units With Installed-but-Inactive Beds, Target of 95% Specialist Cover and a 1-Nurse-Per-1.5-Patient ICU Ratio
The Direção Executiva do SNS opened a 14-day public consultation closing 20 May 2026 on a proposed reorganisation of Portugal's intensive-care referral network — the first system-level rewrite in more than a decade. Headline finding: 21 SMI services have installed beds that are not currently activated; 15 of those are blocked by insufficient nursing staff. Targets: ≥95% intensive-medicine specialist cover (currently 72.7%); a 1-nurse-per-1.5-patient ICU ratio; ICU bed activations across ULS Entre-Douro-Vouga, Hospital São João, Hospital Santa Maria, Amadora-Sintra and others through 2025-2029. 24.4% of SMI services lack rehabilitation nurses; 26% lack clinical-psychology support. Compete 2030 Reprogramming Lands a One-Third-of-Envelope Tender Wave Worth €1.1 Billion in STEP Concursos and a New Portuguese Financial Instrument for Startups — Alexandra Vilela Says the 10% Co-Financing Uplift Is the Operative Lever
Compete 2030 president Alexandra Vilela told ECO that the programme's reprogramming opens five concursos worth roughly €1.1 billion — equivalent to 'one-third of the programme's allocation'. The breakdown: four STEP notices (Energy — Productive Innovation; Energy — R&D&I; Digital and Biotechnology — Productive Innovation; Digital and Biotechnology — R&D&I) plus a €200 million industrial-decarbonisation notice. The structural change: STEP-eligible projects receive a 10-percentage-point co-financing uplift across the standard schedule, regardless of company size. A forthcoming Portuguese financial instrument specifically for startups is on the way, with parameters to be detailed during 2026.
