Brisav Sends the RECAPE for Porto-Oiã High-Speed Rail Sections 4 and 5 Out to Public Consultation From 8 June

The Brisav concessionaire opens the public-consultation window on the Relatório de Conformidade Ambiental do Projeto de Execução (RECAPE) for subsections 4 and 5 of the Porto — Oiã stretch of the new high-speed line on Monday 8 June 2026. The Participa portal carries the file for 15 working days, closing on 29 June. It is the gating step the Agência Portuguesa do Ambiente (APA) demanded after rejecting the original execution project in December 2025 — a refusal that put two of the most politically loaded decisions on the entire Porto–Lisboa line back on the table: Brisav's choice to relocate the Gaia station from the long-planned Devesas site to Vilar do Paraíso, and the consortium's preference for two separate single-purpose bridges over the Douro instead of the combined road-rail crossing that anchored every previous iteration of the project since 2009.

Lisbon's Chelas-Beato Drainage Tunnel Slips to 2029 as Santa Apolónia Metro Faces an Eight-Month Shutdown

The second of the two megatunnels that anchor the Plano Geral de Drenagem de Lisboa (PGDL, Lisbon General Drainage Plan) is now expected to complete in 2029. Mayor Carlos Moedas confirmed the slippage on the Chelas-Beato bore and said civil-works packaging is waiting on the structural calculations LNEC is finalising. The Linha Azul will lose Santa Apolónia for eight months once the LNEC sign-off lands, with trains terminating at Terreiro do Paço and a Carris light-bus shuttle bridging the gap. The €250 million plan's first tunnel — 5 km between Monsanto and Santa Apolónia — finished on 22 July 2025 and discharges into the Tejo at the riverfront end.

Ministério da Educação Brings 19,172 Teachers Into the 2026/27 Quadros via External Competition and Internal Mobility

The Ministério da Educação has closed the 2026/27 teacher-placement cycle with 19,172 professionals assigned to school groupings before September. The breakdown — 4,776 first-time entries into the permanent staff through the external competition and 14,396 career teachers re-placed through internal mobility — lands almost three months before the equivalent decision in 2025/26. QZP 45 (Greater Lisbon) absorbed 2,814 placements, QZP 46 (Setúbal Peninsula) 1,124, and 1.º ciclo took the largest single subject share at 3,090. Fenprof says the 4,776 entries cover roughly the structural net deficit but not the 9,000-position vacancy/applicant gap.

Plano Social para o Clima Activates in June With a €1.6 Billion Envelope Through 2032

The Plano Social para o Clima (PSC, Social Climate Plan) — Portugal's channel for the EU's Climate Social Fund — activates in June 2026 with a €1.6 billion envelope running through 2032: €1.2 billion (75%) from the EU and €407 million (25%) from the national budget. The split inside the total routes €1.073 billion to building renovation (envelope insulation, heat-pump conversion, photovoltaic self-consumption, gas-connection removal) and €516 million to transport (electric-vehicle purchase support for low-income households, public-transport access in low-density territories). The first Casa Eficiente window opens this summer; the EV-purchase lane goes live in Q4. The instrument is sized to cushion the 2027 ETS2 carbon-price pass-through on heating fuel and motor fuel.
