The Ministério da Educação has closed the 2026/27 teacher-placement cycle with 19,172 professionals assigned to school groupings before the academic year opens in September. The breakdown — 4,776 first-time entries into the permanent staff (the quadros) through the external competition and 14,396 career teachers re-placed through internal mobility — is the largest single placement round in the past decade and lands almost three months before the equivalent decision in 2025/26.

Where the New Posts Land

The Ministério directed 5,454 placements to territórios com carência de docentes (the official label for the school clusters where teacher shortages are structural). The two Lisbon-region quadros de zona pedagógica (QZP, regional teacher pools) absorbed the bulk:

  • QZP 45 — Greater Lisbon, north of the Tejo: 2,814 placements.
  • QZP 46 — Setúbal Peninsula and southern fringes: 1,124 placements.

The remaining 1,516 placements landed in interior and Algarve regions where the 2025 entry deficit had been most visible. The Ministério said in last week's note that the QZP 45/46 weighting deliberately tracks the residential cost gap that has kept newly qualified teachers from accepting Lisbon-area postings since 2022.

Where the Teaching Need Sat

The placements break down by group of recrutamento (subject-area pool). Three pools take the largest share:

  • 1.º ciclo (primary) — 3,090 placements, the single largest category.
  • Educação especial (special education) — 1,784.
  • Educação pré-escolar (preschool) — 1,697.

The deeper-skilled secondary-school pools — Matemática, Física-Química, Inglês — sit in the second tier of placement volumes. The Ministério said in the press note that the relative weighting reflects 2025/26 unfilled-position counts and the demographic ramp into preschool now feeding through from the post-pandemic birth rebound.

How Teachers Reached the Quadros

The 4,776 external entries split across the regular tracks Portugal uses to absorb contracted teachers into the permanent staff:

  • 1,655 candidates with a recognised professional qualification entered the standard competitive route.
  • 1,554 entered via vínculos dinâmicos, the rolling-link mechanism that converts repeated short-term contracts into permanent status when service quality is positive across cycles.
  • 1,415 "professionalised" teachers with 365 or more days of service in the prior cycles converted to permanent status under the special framework.
  • 152 qualified through the norma-travão provision — the legal floor that locks any teacher with three consecutive complete-cycle contracts into the quadros.

What the Ministério Says Comes Next

The official note frames the early placement window as the headline structural change. "Bringing forward the announcement of results before year-end is essential to ensure greater school stability," the Ministério wrote, giving newly placed teachers more than three months' notice of where they will spend the 2026/27 cycle. The next gating point on the reform timeline is the 2027/28 competition, which the government plans to run on an annual cadence — and to pair with a permanent continuous-recruitment lane for temporary needs that today are absorbed through ad-hoc short-cycle contracts.

  • What parents need to know. The 2026/27 academic year opens with the same teacher in front of the class for the first cycle of every primary school in the QZP 45 and 46 zones that received placements — a continuity guarantee that was not there last September.
  • What teachers' unions are watching. The Fenprof, the largest teachers' union, has said the 4,776 entries cover roughly the structural net deficit but does not begin to close the 9,000-position gap between vacancies and applicants across the system as a whole. The September 2026 strike calendar will track that gap.

The Ministério posts the individual placement results on the SIGRHE (Sistema Interativo de Gestão de Recursos Humanos da Educação) portal. Teachers who entered through any of the four routes had until the end of last week to confirm acceptance.
