With the Bank of Portugal Bound for Entrecampos, Lisbon's Baixa Loses the Last of Its Financial Quarter

Fidelidade moves into a new head office at Entrecampos next month, on the old Feira Popular ground beside the Rego tunnel. Público reported on Monday that the insurer's departure, followed in a few years by the Banco de Portugal, effectively ends the Baixa's run as Lisbon's financial quarter and closes out a plan, two decades old, to keep it that way.

The central bank is the decisive piece. Its Lisbon staff, more than 1,400 people, are due to consolidate into a single new building on the same Entrecampos site, bought from Fidelidade. What stays behind in the Baixa is the public-facing remnant: the tesouraria (treasury counter), the historic seat itself, and the Museu do Dinheiro (Money Museum) in the shell of the old São Julião church.

A €192 million deal cut to €165.7 million

The contract signed in May 2024, under governor Mário Centeno, covered two buildings for about €192 million. In July his successor, Álvaro Santos Pereira, announced a redesign down to one building at €165.7 million, saving €35 million to €40 million in total. Roughly €27 million of that comes from dropping core-and-shell costs, with the fit-out budget trimmed from €72 million to €62 million. The €57 million already advanced to Fidelidade is unaffected, and an amendment to the original contract is still to be signed.

The bank's stated reason for needing less space is a smaller Lisbon footprint rather than a smaller institution: an internal survey found 160 employees willing to move to regional branches, and remote working has been widened. Separately, the European Central Bank blocked a proposed audit of the project by Portugal's Inspecção-Geral de Finanças, citing central-bank independence.

Why the Baixa lost this argument

The drift is old. Millennium BCP left its central premises on Rua Augusta in 2008 for Taguspark, in Oeiras, and the pattern has repeated since: floorplates in eighteenth-century Pombaline blocks are small, awkward and expensive to service, while Entrecampos, Avenidas Novas and the Parque das Nações offer whole buildings with modern risers, parking and metro on the doorstep.

What replaces the banks is already visible. The Baixa's ground floors have gone to tourism and retail, its upper floors to short-term rental and hotels, and its policing problems have become a municipal talking point in their own right, from street dealing to the shooting of a Swedish visitor this month. An office district that empties at six behaves differently from one that never had offices at all.

What this means for residents and businesses

• Bank branches are not the same as head offices. Counter services, including the Banco de Portugal's treasury and its free credit-liability reports, stay in the Baixa. What leaves is back-office and management floorspace.
• Office rents will keep splitting. Prime demand is consolidating north of Marquês de Pombal. If you are renting commercial space, the Baixa is increasingly priced as retail and hospitality, not as offices.
• Residential knock-on is mixed. Fewer daytime workers means less lunchtime trade, but it also removes a competing bidder for upper-floor conversions.
• Entrecampos is becoming a second centre. Anyone weighing a commute, a school catchment or a purchase in the Avenidas Novas should factor in several thousand new daily workers arriving over the next few years.

Neither move is complete. Fidelidade occupies its building from September; the central bank's timetable depends on the revised contract and construction that has only recently begun. The Baixa keeps the vaults, the museum and the address. The decisions are being made elsewhere.
