The GNR and PSP Are Due 1,568 New Tasers Within 90 Days, After the Court of Auditors Cleared a 4.3 Million Euro Order

The GNR and the PSP are due to receive 1,568 new Taser electric stun devices within 90 days, now that the Tribunal de Contas (Court of Auditors) has cleared the contracts. The court gave its prior approval in September, the Ministry of Internal Administration told the newspaper Público in a report published on Monday, and the supplier, the Lisbon firm Antero Lopes, has a contractual deadline of 90 days to deliver.

The purchase, worth about 4.3 million euros, was authorised by the Council of Ministers in March. The contracts themselves, published on the public procurement portal base.gov.pt, show how the devices will be shared out between the two forces.

What the contracts say

  • GNR: contract 126/2026 covers 1,000 immobilisation devices for the Guarda Nacional Republicana, at a contract price of 2,748,000 euros.
  • PSP: contract 127/2026 covers 568 devices for the Polícia de Segurança Pública, at 1,560,864 euros.

Both work out at 2,748 euros a device. Both were signed on 14 August 2026 by the ministry's General Secretariat, after an open international tender (procedure 13/DPIE/2025, advertised in the Official Journal of the EU). Two companies bid: Antero Lopes and Proheral. The contracts state that they take effect only once the Tribunal de Contas has given its approval, and set the 90-day delivery deadline from then. The GNR's devices are to be delivered to a depot in Galinheiras, in Lisbon.

The money comes from the multi-year law that funds equipment and infrastructure for Portugal's security forces, the Lei de Programação de Infraestruturas e Equipamentos das Forças e Serviços de Segurança. In July the ministry also bought pepper spray dispensers for both forces from the same supplier, in two lots worth about 210,600 euros together, according to base.gov.pt.

Why it matters

A Taser fires two darts connected by wires that deliver an electric current and briefly incapacitate a person, giving officers an option between the baton and the firearm. Antero Lopes already supplies the PSP with consumables for its existing Taser X2 model: the PSP bought 19,090 euros of Taser consumables from it in September, the procurement portal shows.

The delivery comes as relations between the police and the government remain tense over pay. Officers took their pay dispute to the streets of Porto in September, and a police union said over the weekend that the salary rises planned for 2027 will not make up for this year's losses to inflation.

If the 90-day deadline is met from a September approval, the devices should be in the hands of the two forces by about the end of the year. The ministry has not said how they will be allocated among commands, or what training officers will receive before carrying them.
