Self-Employed on Recibos Verdes? Your Quarterly Social Security Declaration Is Due by 31 October
The October return covers income from July to September and sets your contributions for the rest of the year. It can only be filed online, through Segurança Social Direta. Here is where to find it.
Anyone in Portugal who works on recibos verdes, the green receipts issued by self-employed workers, has until 31 October to file their quarterly declaration with Social Security. The Social Security Institute (ISS) published a reminder this week: the declaration is what sets the contributions a self-employed worker will pay for the last three months of the year.
"This procedure, carried out exclusively through the Social Security Portal, is essential for establishing the contribution base for the following period," the ISS said.
What goes in the declaration
The October declaration covers the income you received in July, August and September 2026. Social Security uses those amounts to calculate the contributions due for October, November and December.
Under the general rules of the contributory system, a self-employed worker providing services pays contributions of 21.4 percent, calculated on 70 percent of that income rather than on the whole amount. The declaration is filed four times a year, in January, April, July and October, each time for the previous quarter. Workers in their first twelve months of activity are normally exempt from contributions.
How to file it
The declaration can only be filed online, through Segurança Social Direta, the Social Security portal. You will need your access password (or the Chave Móvel Digital). Once logged in, go to:
- Trabalho (Work)
- Remunerações e contribuições (Pay and contributions)
- Trabalhadores Independentes (Self-employed workers)
- Entregar declaração trimestral (Submit quarterly declaration)
After you submit it, a notice arrives in the portal's message box (Caixa de Mensagens) with the contribution base that has been set and the contribution you are expected to pay.
Checking and paying what you owe
The amount in that notice is a forecast. Social Security works out the exact sum each month, and it can change, for example if you are unable to work because of illness. You are notified through the portal each time a new payment obligation is created.
To see what is due, go to Pagamentos e dívidas (Payments and debts), then Posição Atual (Current position) and Valores a pagar (Amounts to pay). The page has two tabs. Contribuições Correntes shows the amounts that are still within this month's payment deadline; Contribuições em Atraso shows earlier months that are overdue, including late-payment interest. From there you can choose which amounts to pay and generate the payment references.
Why it is worth doing on time
For many immigrants, recibos verdes are the first way of working legally in Portugal, and a Social Security record in good order matters well beyond the monthly bill. A missing declaration or unpaid contributions can create a debt that grows with interest, and proof of a clean record (situação contributiva regularizada) can be asked for in public tenders, some residence permit applications and other official procedures.
The declaration is separate from your tax return. Income tax on green-receipt earnings is settled with the Tax and Customs Authority (AT) through the annual IRS return, not through this form.
