Portugal Ends Postal and Email Proof of Life for Overseas Pensioners, With a 15 September Deadline

From 1 May, Portugal's Segurança Social no longer accepts proof of life by post or email, and has added Canada to the mandatory list. Pensioners abroad have until 15 September to comply digitally or in person, or payments are suspended from November. The rule goes universal in 2027.

Pensioners who draw a Portuguese pension while living abroad face tighter rules this year. Under a portaria (ministerial order) in force since 1 May, Portugal's Segurança Social (Social Security) no longer accepts proof of life — the prova de vida — submitted by post or email, and has added Canada to the list of countries where the annual check is mandatory. The window to comply closes on 15 September.

Proof of life is the confirmation that a pensioner is still alive and therefore still entitled to payments. For 2026 it is compulsory for those aged 66 years and nine months or older, whose pension was granted up to 31 December 2025, and who live in one of seven countries:

  • Belgium, Cape Verde (Cabo Verde), Canada, Luxembourg, the Netherlands, the United Kingdom and Switzerland.
  • Canada is the newcomer to the list, joining the six countries already covered.
  • The declaration must be made between 1 May and 15 September 2026.
  • Miss the deadline and pension payments are suspended from November 2026, resumed only once a valid proof is filed.

The biggest practical change is how it is done. Documentary proof of life by post or email is discontinued. Pensioners must now use one of three routes: digital, through the Segurança Social Direta portal or the mobile app (authenticating with the Chave Móvel Digital (Digital Mobile Key) or the Cartão de Cidadão, Portugal's citizen card); documental, by presenting themselves to a competent authority such as a consulate; or in person. The authorities are steering people toward the digital option, which they say is faster and avoids unnecessary travel.

The requirement dates to March 2025, when the government of Luís Montenegro introduced annual proof of life for pensioners abroad after detecting roughly 11 million euros in benefits paid to people who had died. The May 2026 order tightens the system further and, officials say, is meant to "allow greater speed and efficiency" while cutting bureaucracy. A further expansion is already scheduled: from 2027, every pensioner resident outside Portugal will have to complete the check each year, regardless of country.

What This Means for Expats

  • Who is caught: This targets pensioners who draw a Portuguese pension but live overseas — Portuguese emigrants and returnees, and foreign nationals who worked in Portugal and then moved on. If you live in Portugal, the overseas rule does not apply to you.
  • Go digital now: With post and email gone, set up a Chave Móvel Digital and register on Segurança Social Direta before you need it; activating those credentials from abroad can take time.
  • Watch the deadline: The 15 September cut-off is firm, and a missed check freezes your pension from November until you put it right — a gap worth avoiding.
  • Plan for 2027: If you receive a Portuguese pension anywhere abroad and are not yet on the list, expect to be included next year, when the check becomes universal.
