Government Weighs a €1,000 National Minimum Wage Path for 2027 Above the €970 Tripartite-Accord Target — Concertação Social Door Reopens Ahead of the OE2027 Budget Window

Prime Minister Luís Montenegro has signalled to social partners that the 2027 Salário Mínimo Nacional (National Minimum Wage, or SMN) could land at €1,000, above the €970 figure written into the 2025-2028 tripartite Acordo de Concertação Social (Social Dialogue Agreement) signed in October 2024, Sapo and Sol reported this weekend. The figure is not a formal commitment, and Labour Minister Maria do Rosário Palma Ramalho framed the question with the line that the government "neither opens nor closes the door" to revisiting the multi-year accord — but the matter is now live ahead of the Orçamento do Estado para 2027 (State Budget for 2027, or OE2027) negotiating window.

The path already on paper

The current tripartite Acordo de Concertação Social, signed by government, employer confederations CIP, CTP, CCP and the General Union of Workers (UGT) — and rejected by the General Confederation of Portuguese Workers (CGTP) — pencils in the following SMN trajectory:

  • 2025: €870 — implemented
  • 2026: €920 — set by Conselho de Ministros (Council of Ministers) decree in December 2025
  • 2027: €970 — currently in the accord
  • 2028: €1,020 — currently in the accord

The Montenegro hypothesis would advance the €1,000 mark by one year and partially close the gap between Portugal and Spain, where the SMI sits at €1,184 (14 payments) in 2026. The €1,600 ten-year target the prime minister floated in December 2025 — and which CGTP labelled an "act of desperation" — sets the long-run anchor.

Why the door is reopening now

Three pressures converge on the 2027 figure. First, UGT has indicated willingness to sign a supplementary wages-only agreement, decoupling SMN talks from the contentious labour-code reforms (working time, dismissals, contratos a termo, telework, strike regulation) that the government has said it will legislate regardless of Concertação Social consensus. Second, the Banco de Portugal (Bank of Portugal) inflation projections still run above the 2% target into early 2027, eroding real purchasing power at the wage floor. Third, the OE2027 macro frame is still being built — the closer to nominal indicators it is anchored, the more political space exists to commit to €1,000.

On the employer side, CIP and CCP have publicly resisted accelerating above the agreed path without offsetting cuts to the Taxa Social Única (Single Social Tax, or TSU) or a Compensação Salarial (wage subsidy) for small firms — leverage they will use as negotiations move into autumn.

What This Means for Expats

  • Hiring-cost outlook: If you employ staff at or near the SMN floor — domestic, hospitality, retail, agriculture — pencil the 2027 budget at €1,000 monthly (×14 payments = €14,000 base) plus 23.75% employer TSU, rather than the €970 in the current accord.
  • Indexed thresholds move with it: The Indexante dos Apoios Sociais (Social Support Index, or IAS) and several visa income floors (D7, D8, D2) are calibrated to SMN multiples. A faster SMN path lifts the income proof required for new and renewing residence permits.
  • Withholding and IRS: The Imposto sobre o Rendimento das Pessoas Singulares (Personal Income Tax, or IRS) Mínimo de Existência ladder tracks SMN; a €1,000 floor pushes the zero-tax band upward, easing net pay for lower-income earners.
  • Property-rent math: Renda condicionada caps and Arrendamento Acessível income limits index off SMN — a €1,000 SMN broadens eligibility while modestly tightening landlord pricing power on the regulated tier.
  • Concertação Social calendar: Expect a decision package around the OE2027 generalidade vote in late October. UGT will press for the early commitment; CGTP will hold out for €1,050+.

None of this is locked in. But the €1,000 number is no longer hypothetical — it is the working assumption inside São Bento until the autumn budget cycle closes the question.
