Moedas Defends Karl Lagerfeld Residencies Approval Against Alexandra Leitão's Ministério Público Complaint

The Câmara Municipal de Lisboa published a juridical opinion on Thursday 14 May defending its handling of three controversial luxury real-estate approvals after the PS municipal group filed a formal complaint with the Ministério Público alleging that compensações urbanísticas had been miscalculated. The flashpoint is the Karl Lagerfeld Residencies Lisboa at Rua Braamcamp 48-50, where 10 apartments of at least 234 square metres are expected to clear €20,000 per square metre. PS councillor Alexandra Leitão argues the municipality was short-changed by more than €220,000 across the Lagerfeld permit and two other high-end developments. Moedas's executive says the Direção Municipal de Urbanismo applied Article 116 of the RJUE and the municipal tabela de taxas in full procedural compliance.

Mota-Engil Doubles Retail Bond Offering to €110 Million After 4,800 Investors Drive Demand to €155 Million

Mota-Engil more than doubled the size of its current retail bond offering on Wednesday 14 May, raising the placement target from an initial €50 million to a final €110 million after demand reached €155 million across more than 4,800 retail subscriptions. The five-year line carries a 4.6% annual gross coupon and will list on Euronext Lisbon. The upsize lands a fortnight after Mota-Engil first paid 4.6% on what had been pitched as a €50 million transaction, and follows a sequence in which the construction group has been extending its debt-maturity profile through the retail channel as the company funds €114 million in new Linha do Minho contract work and African mining-services renewals.

Aguiar-Branco Sets Tuesday 19 May Deadline for PSD, Chega and PS Tribunal Constitucional Candidate Lists

The president of the Assembleia da República instructed PSD, Chega and PS to deliver their Tribunal Constitucional candidate lists by Tuesday 19 May, setting the procedural runway for a Conferência de Líderes meeting on Wednesday 20 May to elect the next round of judges. Three of the TC's thirteen seats are formally open, with a fourth seat carrying a deferred-effect resignation. Under the April 2026 cross-bench agreement, PSD, Chega and PS each indicate one candidate; the fourth name must be brokered by PS-Chega consensus, the clause that has so far blocked four rounds of informal probing between the two benches.

Cabinet Finalises Portugal's PESCO National Strategic Document for Submission to the European Defence Agency and the Assembleia

The Portuguese government will close its national strategic document for the European Union's Cooperação Estruturada Permanente within the next seven days and hand it simultaneously to the European Defence Agency in Brussels and to the Comissão de Defesa Nacional in Parliament. The document maps how Portugal will draw on the €5.8 billion envelope it has been allocated under the European SAFE loan facility, funding new frigates, satellite-communications upgrades, medium-combat armoured vehicles and drone systems. Defence Minister Nuno Melo confirmed Portugal will deepen partnerships with Italy, France, Finland, Germany, Spain and Belgium under the new document.
