The Portuguese government will reopen its electric-vehicle purchase incentive between late May and early June 2026, with a fresh €20 million envelope routed through the Fundo Ambiental — the same body that ran the December 2025 cycle which sold out in a matter of hours. Observador first reported the timing in late April, with Environment and Energy Minister Maria da Graça Carvalho framing the measure as "one of the emblematic measures for the future" inside the national decarbonisation strategy. The Headline Numbers
For a light passenger electric vehicle the subsidy lands at €4,000 to €5,000 depending on beneficiary type, with the cap on eligible vehicle price held at €38,500 including VAT — or €55,000 for cars with more than five seats. Cargo bicycles (with or without electric assistance) and conventional bicycles draw between €500 and €1,500 each. Electric motorcycles, mopeds, tricycles and quadricycles top out at €1,500. EV battery chargers, which featured in the previous cycle, remain eligible for separate support under the same Fundo Ambiental rubric.
The December Precedent
The last round of the same programme opened in December 2025 and exhausted its €8.8 million envelope in a matter of hours, distributing roughly 2,200 incentives before the portal closed. The May/June reopening more than doubles the budget to €20 million, which on a like-for-like per-cheque basis implies the new window can support somewhere in the region of 4,000 to 5,000 individual subsidies if take-up patterns repeat. The Fundo Ambiental has not published a definitive applicant ceiling for the new cycle and treats the envelope as a hard budget cap rather than a quota.
The Climate-Action Logic
The reopening sits inside Portugal's wider mobility-decarbonisation push. Light vehicles are the largest single source of transport emissions in mainland Portugal, and the National Climate Action Plan leans on a managed EV transition that the cheque programme is designed to accelerate at the household level. The minister has also pointed to charging-infrastructure rollout as the complementary lever, with separate budget envelopes routed through the same fund for public-network expansion.
How the Mechanics Work
Applicants register through the Fundo Ambiental portal on the day the window opens, complete a digital form with vehicle and seller details, and submit supporting documentation including a tax-residency declaration and proof of vehicle purchase. The cheque is paid by reimbursement after purchase rather than at the point of sale, which means buyers must finance the full price up front and recover the subsidy after-the-fact through the platform. The processing window from approval to bank-transfer reimbursement has historically run between four and eight weeks.
What This Means for Expats
- Eligibility is residency-based. Applicants must hold Portuguese tax residency and a Portuguese NIF. NHR-status holders qualify provided the residency declaration is in order; tourist-status buyers do not.
- Watch the portal in real time. The December 2025 round closed within a working day; queueing the application before lunch on opening day materially improves the odds of clearing the budget cap.
