The Portuguese government is preparing to relaunch its zero-emissions vehicle subsidy for 2026, with the Fundo Ambiental confirming that an aviso will open between May and June carrying a €20 million envelope earmarked for buyers of fully electric cars, vans, motorcycles and bicycles. - Light commercial electric vehicles (N1): up to €6,000
- Electric motorcycles and scooters: up to €1,500 (50% of price)
- Standard electric bicycles: up to €750; cargo bikes up to €1,500
- Charging-point installation in condomínios: 80% co-funded, capped at €800 for equipment and €1,000 for installation
To qualify, the vehicle must be 100% electric — plug-in and conventional hybrids are out — and matriculated from 1 January 2025 onwards. The price ceiling is €38,500 with VAT and excluding optional extras, although models with five or more seats can stretch to €55,000. Buyers must scrap a combustion vehicle older than ten years that has been registered in their name for at least six months, with the certificate from an authorised wrecker forming part of the application file.
The programme runs as a reimbursement: applicants pay the dealer in full, file the request with the Fundo Ambiental, and receive the incentive within 90 days of approval. Applications are processed strictly in order of submission — a critical detail, because the 2025 round (worth €17.625 million in the M1 envelope) exhausted within weeks of opening on 29 December 2025. Historically, the individual passenger-car quota goes first and fastest.
The €20 million 2026 envelope marks a modest 13% step-up from the prior year's headline figure, but the per-vehicle amount for individuals stays put at €4,000. Lisbon has resisted pressure to lift the individual ceiling, arguing that the incentive remains on the right side of the cost-effectiveness line as battery prices ease and manufacturer list prices converge. The rule fits into the broader energy-transition push the new Minister for the Environment, Maria da Graça Carvalho has been signalling to wind and solar developers across recent regional assemblies.

- Budget impact: A €4,000 grant materially shifts the calculus on a €30,000–€38,500 EV, often pushing total-cost-of-ownership below an equivalent diesel after four to five years of driving — particularly relevant for households watching recent fuel and household-cost moves.
- Application timing: Once the aviso opens on the Fundo Ambiental portal, treat it as time-sensitive. Past rounds for individuals exhaust in days. Pre-prepare the scrap certificate, NIF, IBAN and vehicle order documentation before the portal goes live.
- Scrap rule: If you arrived recently and do not own a 10-year-old combustion car registered to you for six months, the individual €4,000 line is closed to you — but the IPSS/autarquia tier and other typologies (motorcycles, bicycles, chargers) are unaffected.
- Charging-point claim: Condomínio residents can claim 80% of the cost of installing a private charging point. Coordinate early with the building administrator, since each unit's claim is filed separately.
- Matrícula date: Vehicles registered before 1 January 2025 are ineligible, even if purchased second-hand this year. Check the documento único before signing.
Eligible expenses count back to 1 January 2025, so anyone who has already bought a qualifying EV this year can file once the aviso opens.
