Fundo Ambiental Bankrolls a 1 December Electrical-Waste Discount Scheme — €25 Off Fridges, €35 Off AC Units, €20 Off Televisions on a Trade-In Basis

The Fundo Ambiental will underwrite a country-wide aparelho-velho-por-desconto scheme for large electrical and electronic equipment from 1 December 2026, channelling fixed-amount discounts at the till of any participating retailer when a customer hands over a working or end-of-life appliance for recycling, ECO reported on Tuesday 19 May after seeing the implementing portaria. The discount grid runs €25 on refrigerators and freezer chests, €35 on air-conditioning units, and €20 on televisions, with the Fundo Ambiental covering the bill for the first two operating years.

How the Discount Actually Lands

The mechanic gives the consumer two equivalent paths. At the point of sale, the retailer subtracts the discount value at checkout against a presented receipt for the surrendered appliance. Alternatively, the value is refunded within five working days to the original payment method after the appliance is collected. Either pathway routes the surrendered unit to one of the licensed flow managers — Electrão, ERP Portugal and Amb3E are the active operators — which logs the unit into the national fluxo REEE traceability registry and reconciles back against the Fundo Ambiental reimbursement file each month.

The European Driver Behind the Calendar

Portugal is not innovating here so much as catching up to the directiva REEE revision, which obliges member states to operate an incentive or deposit-return mechanism for resíduos de equipamentos eléctricos e electrónicos by 31 December 2026. The 1 December launch date gives the scheme a 30-day buffer before the deadline binds. The Fundo Ambiental's two-year financial backstop preserves the option of folding the cost into producer-responsibility fees from 2028 onward, which is the steady-state model envisaged by Brussels.

The Open Question on Budget

Electrão's chief executive flagged in the ECO interview that the scheme has 'no ceiling', meaning the total Fundo Ambiental exposure depends entirely on take-up. A back-of-envelope reading using the average Portuguese appliance-replacement cadence — roughly 1.5 million large units per year — would put gross exposure at €30 million annually before behavioural adjustment. Electrão argued separately that television flows are already among the most efficiently captured streams in Portugal, with collection rates above 75%, while refrigeration units are the binding constraint on flow performance and where the €25 incentive has its sharpest behavioural lever.

What This Means for Expats

If you are kitting out a new flat: hold on to whichever appliance you are replacing past 1 December and route the swap through a participating retailer — Worten, Radio Popular, El Corte Inglés Casa, and Continente Bom Dia electricals are all expected on the launch grid.
If you are renovating: the €35 air-conditioning incentive stacks with the Fundo Ambiental's existing vales eficiência scheme for heat-pump installations, which the same agency operates.
If you live in a condomínio: the recycling certificate from the participating flow manager doubles as documentation for the common-area waste-management plan some Lisbon condominiums require.
