Cheque-Formação + Digital Reaches 16,024 Approvals and €7.5 Million in Reimbursements Five Weeks Before the 30 June PRR Deadline — IEFP Reads the 28-Day Average Decision Window as Inside the Regulatory Limit

The Cheque-Formação + Digital, the IEFP-administered reimbursement scheme funded under Portugal's Recovery and Resilience Plan (PRR), sits on 23,933 submitted applications, 16,024 approved files and 11,516 paid disbursements totalling €7,520,476.83 as of the most recent IEFP read on 21 May 2026. Total committed funding has crossed €10.5 million against a notice envelope of €18.75 million, with the broader Emprego + Digital programme it sits inside carrying a €94 million PRR allocation. The IEFP confirmed the prazo médio de análise for incoming applications is averaging 28 business days, inside the regulatory window the medida sets for the institute.

The Mechanic and the Eligibility Frame

The Cheque-Formação + Digital reimburses up to €750 per worker every 12 months for completed training in a closed list of digital-skill domains: artificial intelligence, cybersecurity, data analytics, digital commerce, digital marketing, social-media management and adjacent categories. Eligibility is workforce-wide — any worker, regardless of contract type, sector or labour-market status, can apply on their own initiative through the iefponline portal. The reimbursement is post-completion: the worker pays the training provider upfront, files the conclusion certificate, and IEFP transfers the value into the registered IBAN. Training must conclude no later than 30 June 2026 for cost recovery under the current PRR window.

The Demand Curve and the Labour-Market Tape

Monthly application volumes have run through four distinct regimes: 365/month in 2024, 660/month in H1 2025, 1,380/month in H2 2025 and 1,700/month in Q1 2026 — a 4.6x expansion against the 2024 base over roughly 18 months, matching the European demand signal around AI-adjacent skills. The scheme is the upskilling arm of the same IEFP that recorded 283,290 registered jobseekers at the end of April 2026, and it runs in parallel with the government's labour-code overhaul, which stretches fixed-term contracts to five years — a structural change that lifts the value of portable digital credentials over employer-specific tenure.

What This Means for Expats

  • You qualify if you work in Portugal: The scheme is open to any worker regardless of nationality, provided you hold a Número de Identificação Fiscal (NIF) and an active labour relationship or jobseeker registration. Residency or visa class is not a filter.
  • The €750 cap is per 12-month window: If you have not yet used the medida in the current cycle, a single completed course up to that ceiling is recoverable; high-value bootcamps above €750 are partially covered.
  • Watch the 30 June completion deadline: Submitted applications still process inside the 28-day window, but the training itself must conclude by 30 June 2026 to qualify under the current PRR call. Courses starting now are tight against the deadline.
  • Service is in Portuguese: The iefponline portal and the application workflow operate in Portuguese. Submissions in English-language forms are not accepted; you will need basic Portuguese or a Portuguese-speaking intermediary.
  • The extension question: A post-PRR continuation of the scheme is being evaluated; the practical posture for anyone planning H2 training is to enrol now under the current envelope rather than wait for a programme that may or may not be re-issued.

The current Cheque-Formação + Digital notice closes for new applications and for training completions on 30 June 2026. The IEFP's post-cycle evaluation, with the read on whether the scheme is extended beyond the PRR window, lands in Q3 2026.
