Portugal's Bus, Metro and Train Fares Can Rise by Up to 2.66 Percent in January, While Lisbon and Porto's Monthly Passes Stay at 40 Euros for Now
The transport regulator has set 2.66 percent as the most fares can rise on average from 1 January 2027, up from 2.28 percent. Monthly passes are a separate decision: Lisbon and Porto have kept theirs at 40 euros, and the green rail pass costs 20.
Bus, metro, tram and commuter train fares in Portugal can go up by an average of no more than 2.66 percent on 1 January 2027. That is the ceiling the Autoridade da Mobilidade e dos Transportes (AMT, the transport regulator) has set in its annual fare-update notice (in Portuguese), dated 29 October and reported by ECO on Tuesday. It was 2.28 percent for 2026.
The figure is a ceiling, not a price list. Whether a ticket actually costs more is up to the transport authorities (metropolitan areas, councils and the State) and their operators. And the monthly passes most residents buy have been kept out of these rises in recent years.
How the 2.66 percent is worked out
The calculation is fixed by Portaria n.º 298/2018 (the 2018 ministerial order on transport tickets and fares). The taxa de atualização tarifária (TAT, the fare-update rate) is the average change in the consumer price index, excluding housing, over the 12 months from October 2025 to September 2026. If that average is negative, the rate is zero. Using Instituto Nacional de Estatística (INE, the national statistics institute) data, the AMT puts it at 2.66 percent.
The rate applies to the average across an operator's or authority's whole range of tickets, so some fares can rise more than others. Under the 2018 order, no single fare may rise by more than 1.5 times the rate, apart from the effect of rounding. Public fares are rounded to the nearest 5 cents, so a small percentage often becomes a 5 or 10 cent step.
Transport authorities must send their approved, updated fare tables to the AMT by 31 December 2026. Until then, January's exact single-ticket prices are unknown. For scale, a single Carris and Metro journey in Lisbon costs 1.90 euros today and a 24-hour Carris and Metro ticket 7.25 euros, per Metro de Lisboa.
What happens to the monthly passes
No 2027 pass prices have been announced. So far, authorities have chosen not to pass the rate on:
- Lisbon (Navegante): the Navegante Metropolitano costs 40 euros a month and the municipal pass 30 euros, according to Metro de Lisboa. ECO reports that the Lisbon area held pass prices for a seventh year running in 2026.
- Porto (Andante): the Andante Metropolitano costs 40 euros, and the municipal and three-zone passes 30 euros, according to STCP. In November 2025 Pedro Duarte, president of the Área Metropolitana do Porto (AMP, the Porto metropolitan area), told reporters the passes would be frozen "for at least another year", with the councils covering the shortfall.
- Green rail pass: CP's Passe Ferroviário Verde costs 20 euros for 30 days (40 euros for 60 days, 60 euros for 90 days). It covers regional, inter-regional and urban trains in Lisbon and Porto, plus long-distance trains with a seat reservation. Read about how it reached commuter lines in September.
Not every area is going up. Braga, for example, plans to cut its bus passes by 25 percent.
What comes next
Watch for the Lisbon and Porto metropolitan councils' decisions in the coming weeks; operators must publish new fares at least 10 days before they apply. Separately, Infrastructure Minister Miguel Pinto Luz told parliament that the first stage of the national intermodal pass, which joins Navegante and Andante for an extra 10 euros, will start in March 2027 rather than this year, ECO reported on Monday.
If you pay for single tickets or top up a Navegante or Andante card with credit, small rises in January are possible, though none is decided yet. If you buy a monthly pass, check the new price lists in December, before you renew.
