Portugal 2030, the country's main package of EU cohesion funds for 2021 to 2027, now has 656 million euros set aside for housing, according to Cláudia Joaquim, president of the Agência para o Desenvolvimento e Coesão (AD&C, the public agency that coordinates EU funds in Portugal). She gave the figure in an interview with Jornal de Negócios published late on Monday.

For residents, the money matters less as a headline than as a pipeline: most of it reaches people through councils, which apply for it to build or renovate public homes let at social or below-market rents.

Where the 656 million goes

According to Observador's summary of the Negócios interview, the total splits three ways:

  • 315 million euros for social housing (habitação social, public homes for low-income households);
  • 256 million euros for affordable housing (habitação acessível, homes let below market rents to middle-income households);
  • 85 million euros for student residences and casas de função (homes provided to public-sector staff, such as doctors or teachers, posted to an area).

Joaquim said the housing money grew "significantly" in the 2025 reprogramming of the funds; the original plan, Observador reports, held only 64 million euros for housing. She told Negócios the next revision will be "surgical", though she did not rule out a further increase. The European Commission approved Portugal's mid-term reprogramming request in December 2025, and the government's announcement at the time listed affordable housing as one of five new EU priority areas, alongside competitiveness and decarbonisation, defence, water resilience and the energy transition.

How it reaches the regions

The money is spent through the regional programmes, and some of them have already opened calls for applications:

  • North: Norte 2030 created two new housing objectives in the reprogramming and reserves about 285 million euros for them, covering affordable and social housing, student residences and casas de função.
  • Centre: Centro 2030 has a 51 million euro social housing call open to councils, intermunicipal communities and municipal companies until 30 December 2027, including projects under the 1.º Direito programme (the state's main social housing scheme). A separate affordable rent call runs until 29 February 2028.
  • Alentejo: the Portugal 2030 annual plan of calls lists Alentejo 2030 windows from 30 September 2026 to 30 December 2027, including 13.8 million euros for affordable housing, 5.35 million for social housing, 10 million for student housing and 2.3 million for casas de função, plus 9.3 million for affordable homes on the Alentejo coast from the Just Transition Fund.
  • Algarve: Algarve 2030 announced a student accommodation call on Monday, open to the University of the Algarve, councils and other public bodies, with applications until 30 June 2027.

What it means for you

You cannot apply for this money yourself. It goes to councils and public bodies, so its effect on your rent depends on whether your council bids for it and builds. The funds also stack with national schemes: in September the government gave councils that are behind on 1.º Direito homes 10 more percentage points of state funding if Portugal 2030 also backs the project. If you are waiting for council housing or an affordable rent draw, your câmara municipal (town hall) housing department can tell you which projects it has submitted. The deadlines run to 2027 and 2028, so most homes paid for this way are still some years from completion.

Neither the agency nor the government has yet published a region-by-region breakdown of the 656 million euro total.
