Who this is for

  • You live, work, or study anywhere in the 18 municipalities of the Lisbon metropolitan area.
  • You want a monthly pass for Metro, Carris, buses, suburban trains, or ferries.
  • You are choosing between tiers, or checking if you travel free.

Updated September 2026. The €20 national rail pass now also covers CP urban trains in Lisbon, which may suit train only commuters.

The Navegante is the monthly pass for the Lisbon metropolitan area. One card covers the Metro, Carris, Carris Metropolitana, CP suburban trains, Fertagus, and the Tagus ferries. It costs €40 a month for the whole area, or €30 for one municipality. People aged 23 or under travel free, and people over 65 pay €20. Prices have not changed since 2019. The personal card costs €7 and arrives in about 10 working days, or next working day for €12.

Which Navegante pass to choose

There are two main tiers.

  • Navegante Metropolitano, €40 a month. Unlimited travel across all 18 municipalities. Choose it if you cross municipal borders, for example Cascais to Lisbon or Almada to Lisbon.
  • Navegante Municipal, €30 a month. Unlimited travel inside one municipality you choose. Choose it if you live and work in the same municipality.

The 18 municipalities are Alcochete, Almada, Amadora, Barreiro, Cascais, Lisboa, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra, and Vila Franca de Xira.

You can change tier from one month to the next. Just load a different pass next month.

Is a pass worth it for you?

A single Metro trip costs €1.72 with pay as you go credit. So the €40 pass pays for itself after about 23 trips a month. That is roughly one return trip on 12 working days. If you travel less, use pay as you go instead (see below).

Young people

If you are 23 or under, you can travel free across the whole area. You do not have to be a student. The free pass usually lasts until the end of the month you turn 24. You still need a personal card, which costs €3.50 for you instead of €7.

Over 65, retired, or a pensioner

The Navegante +65 costs €20 a month for the whole area. If you also qualify for Circula PT, it drops to €15 or €10.

If your tax address (domicílio fiscal) is in the municipality of Lisbon and you are 65 or over, you travel free. This pass covers Carris, the Metro, and CP trains inside the city. Lisbon city council has extended it until 2029.

Families

The family pass is for members of one household. Each person loads a pass on their own card. The household pays for two passes only, so €80 for Metropolitano or €60 for Municipal. Everyone else in the household travels at no extra cost. Children aged 23 or under already travel free, so this helps most when three or more adults share a home.

Low income (Circula PT)

Circula PT replaced the old social pass in January 2025.

  • 50% off: you receive the elderly solidarity supplement (CSI) or social integration income (RSI), or you have a disability of 60% or more.
  • 25% off: you are a pensioner, you are unemployed, or your household income is at or below 1.2 times the IAS. That is €644.56 a month per person in 2026.

Apply at an operator counter with your identity document and proof of income. For disability, bring your multipurpose disability certificate.

What the pass covers

The Navegante works on every public operator in the area:

  • Metropolitano de Lisboa (the four Metro lines, including the airport on the red line).
  • Carris (city buses, trams, and the Glória, Bica, and Lavra funiculars, plus the Santa Justa lift).
  • Carris Metropolitana (buses across the other 17 municipalities).
  • CP suburban trains on the Sintra, Cascais, Azambuja, and Sado lines.
  • Fertagus (the train over the 25 de Abril bridge to Setúbal).
  • MTS, the south bank light rail in Almada and Seixal.
  • Transtejo and Soflusa ferries across the Tagus.

It does not cover:

  • CP long distance trains (Alfa Pendular, Intercidades).
  • The private Aerobus airport shuttle.
  • Long distance coaches.

How to get the card

You need a personal Navegante card (navegante personalizado) for any monthly pass. The old name was Lisboa Viva card; older cards still work until they expire.

What to bring

  • The completed application form.
  • Your identity document: Cartão de Cidadão, passport, or residence permit.
  • A recent colour passport photo with a plain background. Some shops take the photo for you.
  • Proof for any discount, such as a student, pensioner, or Circula PT document.

Steps

  1. Choose where to apply. You can apply online at the Navegante or Metro online shop, or in person at a Metro, Carris, CP, Fertagus, or ferry shop. The Ponto Navegante at Alameda station handles urgent cards.
  2. Choose normal or urgent. A normal card takes 10 working days and costs €7. An urgent card takes one working day and costs €12. For young people with a free pass, these cost €3.50 and €6.
  3. Collect the card, or receive it by post if you applied online.
  4. Load your first monthly pass.

The card lasts five years. If it breaks within three years through no fault of yours, it is replaced free. Otherwise you pay for a new card. If you lose it, report it at once at a Navegante shop so your pass can move to the new card.

How to load your monthly pass

You can load a pass in several ways:

  • The navegante app on a phone with NFC.
  • Multibanco cash machines.
  • Ticket machines at Metro, CP, Fertagus, and ferry stations.
  • Any Navegante shop or operator counter.

A monthly pass runs from the first to the last day of the calendar month. If you load it mid-month, you still pay the full price. Some operators also sell 30 day passes, which start on the day you first use them.

If you only travel now and then

You do not need a monthly pass for occasional trips. Use the navegante ocasional card instead. It costs €0.50 and lasts a year.

  • A single Carris or Metro ticket costs €1.90.
  • Pay as you go credit (zapping) costs €1.72 per Metro trip.
  • On the Metro, you can also tap a contactless bank card for €1.92.
  • A 24 hour Carris and Metro ticket costs €7.25. With CP trains, it costs €11.40. With the Cacilhas ferry, it costs €10.35.

If you commute only by CP train

Since September 2026, the €20 national rail pass (Passe Ferroviário Verde) also covers CP urban trains in Lisbon. If you only take CP trains, for example Sintra to Rossio, it may be cheaper than a Navegante. It does not cover the Metro, buses, ferries, or Fertagus for now.
