Plenty of everyday procedures in Portugal — public subsidies, contracts, some residence and nationality steps — require proof you owe nothing to Finanças and Segurança Social. Our 2026 guide covers the free instant certificates on both portals, their validity and the access-code shortcut.
Sooner or later, living in Portugal, someone will ask you to prove that you are not in debt to the state. Apply for a public grant, bid for a public contract, take on certain licences, sell a business, or move through some residence and nationality steps, and you will be told to produce a certidão de não dívida — an official certificate showing you owe nothing to the taxman, to social security, or both. The good news is that in 2026 you can pull both documents yourself, online, for free, in about a minute. This guide explains how, and the smarter shortcut that often replaces the paper entirely.
Two certificates, two authorities
There is no single "no-debt" document. Your obligations to the state sit with two different bodies, and each issues its own proof:
- The Autoridade Tributária (Tax Authority, the AT) certifies your tax position — the certidão de dívida e não dívida.
- Segurança Social (Social Security) certifies your contributions position — the declaração da situação contributiva.
Whoever is asking will usually tell you which one they need; often it is both. What they are really checking is whether your situação tributária/contributiva is regularizada (in good standing), a term with a specific meaning we come back to below.
The tax certificate, from the Portal das Finanças
The AT certificate is issued instantly through the Portal das Finanças. After logging in (with your NIF and password, your Cartão de Cidadão, or the Chave Móvel Digital):
- Open the Certidões menu and choose Pedir Certidão (Request Certificate).
- Select the type Dívida e não dívida and confirm the request.
- The certificate is generated immediately as a PDF you can download and keep.
It is free of charge — certificates obtained through the Portal das Finanças carry no fee — and it is valid for three months from issue. Because the validity window is short, request it only when you actually need it rather than keeping an old copy on file.
What "regularizada" actually means
A clean certificate does not strictly require that you owe zero. Under the law, your tax situation counts as regularizada if any of the following is true:
- you owe no tax, charges or interest; or
- you have an authorised plan to pay a debt in instalments (pagamento em prestações) and are keeping to it; or
- you are legally challenging a demand for payment and have constituted a guarantee (garantia) in the enforcement process; or
- the tax-enforcement process is suspended with a guarantee in place.
The practical upshot: if the certificate comes back showing a debt you dispute, the way to flip your status back to regularizada is to contest the charge and put up a guarantee to suspend collection. And if you are not in good standing, the document does not hide it — it prints the exact amount owed, so it doubles as a debt statement.
The social-security declaration
The declaração da situação contributiva works the same way, through Segurança Social Direta. Log in with your Chave Móvel Digital, Cartão de Cidadão, or your NISS and password, and request the declaration; it is issued online, immediately and free. It confirms whether your contributions are in order or shows a debt.
This one is valid for four months. If you have never worked in Portugal and need the declaration for some non-debt reason, the online route may not generate it and you will have to ask at a counter (see below).
The access-code shortcut — often you don't need the paper at all
Here is the part many residents miss. For a growing number of procedures, especially anything involving a public body, you do not have to download a certificate and hand it over. Instead you authorise that entity to consult your status directly, and it checks the answer itself online. It is quicker, it never expires in your drawer, and it is the mechanism most public services now prefer.
- On the tax side: in the Portal das Finanças, under the authorisations area, you consent to a named public entity consulting your situação tributária by registering its tax number. The legal basis is Decreto-Lei 114/2007, which governs this direct-consultation route.
- On the social-security side: in Segurança Social Direta you grant a similar consent (consentimento de consulta da situação contributiva). The entity sees only one of three states — Regularizada, Não regularizada or Em análise (in good standing, not in good standing, or under review) — never the underlying detail. The consulted information is treated as valid for six months.
One limit worth knowing: on the social-security side, only public entities — the State, municipalities and the like — can be authorised this way. A private landlord or employer asking for proof will still need the actual declaration.
If you can't use the portals
Neither document is online-only. You can obtain the tax certificate in person at a Serviço de Finanças, a Loja de Cidadão or an Espaço Cidadão — though a counter-issued paper certificate can carry a small fee, where the online version is free. The social-security declaration can likewise be requested in person at a Segurança Social desk or Loja de Cidadão, or by post using the dedicated form (mod. RC-3042-DGSS), which is the usual route for anyone without online access.
What this means for you
- Get both, get them fresh. When a form asks for a certidão de não dívida, assume it may mean the tax and the social-security proof, and generate them close to the date you need them — three and four months respectively is not long.
- Offer the access code first. If you are dealing with a public body, ask whether you can authorise a direct consultation instead of submitting paper. It saves a step and removes the expiry problem.
- Keep your affairs current. The certificates simply mirror your standing, so a filed IRS return and a paid-up contributions record are what actually keep them clean. An instalment plan or a guarantee can preserve "regularizada" status even while a debt is being sorted out.
- A surprise debt is fixable. If a certificate shows something you did not expect, it will state the amount; a quick check with Finanças or Segurança Social — or a formal challenge backed by a guarantee — is the route back to a clean slate.
For a document that sounds like heavy bureaucracy, the certidão de não dívida is one of the easier things to produce in Portugal — a couple of logins and two free PDFs. The trick is knowing it exists before the deadline, and knowing that, half the time, a consent code will do the job without any paper at all.
