Amália Portuguese Language Model Confirmed for End-June Public Release
Education, Science and Innovation Minister Fernando Alexandre confirmed from Macau on Monday that the Portuguese large-language model Amália will be made public “this month”, closing the two-year build cycle the State priced at more than €5 million through the Plano de Recuperação e Resiliência. The model — developed by a consortium led by Universidade Nova de Lisboa, Instituto Superior Técnico, Coimbra, Porto, Minho and the Fundação para a Ciência e a Tecnologia — is trained specifically on European Portuguese and will release under an open licence that lets any entity, including private companies, integrate it without procurement re-negotiation.
Médio Tejo Civil-Protection Activates Three Extra Bombeiros Teams and 15 Reinforcements From Tuesday Ahead of DECIR Delta
The Médio Tejo sub-regional emergency and civil-protection command activates three additional firefighting teams and 15 extra personnel from Tuesday, bridging the gap to the DECIR Delta phase on 1 July. The operational concern is Storm Kristin’s woody-debris load across Ourém, Ferreira do Zêzere, Mação, Tomar, Sardoal and Abrantes — both fuel for ignitions and a physical blocker on the forest tracks crews need for initial attack. Path de-obstruction is targeted to complete by early July, with retardant capacity now redundant across the Proença-a-Nova, Cernache and Santarém aerial hubs.
Câmara Municipal de Lisboa Tables Withdrawal of the 50% School-Meal Discount for Non-ASE Pupils
The Câmara Municipal de Lisboa is preparing to withdraw the universal 50% school-meal discount it extended in 2024 to pupils outside the Acção Social Escolar (ASE) scheme. The PSD/CDS-PP/IL majority around mayor Carlos Moedas framed the roll-back as a re-focusing of municipal aid on lower-income families, with the State already covering meal costs fully for ASE escalão A and half for escalão B. PS, Bloco, Livre and PAN have flagged a unified vote against the change, in what will be one of the first ideological tests of Moedas’s second mandate.
Conselho de Ministros Flips Fuel VAT Liability Onto Buyers Under Reverse-Charge Amendment to the Código do IVA
The Conselho de Ministros approved an amendment to the Código do Imposto sobre o Valor Acrescentado (VAT Code) on 11 June that switches the VAT declaration obligation on a slice of the fuel chain from supplier onto buyer — a reverse-charge mechanism aimed at a cross-border missing-trader pattern that has been moving Spanish-imported fuel into Portuguese forecourt networks at uncompetitive list prices. Finance Minister Joaquim Miranda Sarmento framed the fraud as a phenomenon with “significant financial expression”, signalling the Autoridade Tributária is now treating it as systemic. The mechanism collapses the three-month settlement window the schemes exploited.
Government Pushes Alojamento Local Municipal-Regulation Deadline to 31 December 2026
The same 11 June Conselho de Ministros approved a decree-law that extends to 31 December 2026 the deadline for municipalities with more than 1,000 registered Alojamento Local (Local Accommodation, AL) units to decide whether to draft a municipal regulation for the short-term-rental activity. The extension is targeted at second-tier concelhos that crossed the threshold during the 2024-2025 rebound and could not finalise a regulation inside the original Mais Habitação window. The Direcção-Geral das Autarquias Locais is preparing an autumn comparative read of the schemes already adopted.
Glória ao Rock Brings Its 25th Edition to Glória do Ribatejo on 19-20 June
The Glória ao Rock festival locks in its 25th edition across 19 and 20 June at Glória do Ribatejo in the concelho of Salvaterra de Magos, with a bill headed by B Fachada on Friday and Expresso Transatlântico on Saturday. The festival has stayed free of charge across a quarter-century — the longest unbroken free-entry run of any small Portuguese rock festival — supported by a mix of municipal cultural funding, DG Artes project money and in-kind backing from the Junta de Freguesia. Two stages, a single concourse, and a footprint walkable in fifteen minutes.
Reuters Institute Digital News Report 2026 Pins Portuguese News Trust at 51%
Earlier today, the Reuters Institute Digital News Report 2026 placed Portuguese trust in news at 51% and gave Portugal the highest TV-news reach of 48 markets surveyed. Online-news paywall adoption slid to 8%, and news-avoidance has doubled since 2017 — a structural shift the ISCTE-anchored Observatório da Comunicação flagged as the most consequential data point in the Portuguese chapter.
Sarmento Tethers 2027 IRS-Cut Decision to Próximos-Meses Macro at the Diário de Notícias Conference
Also earlier today, Finance Minister Joaquim Miranda Sarmento told the Diário de Notícias annual conference that the timing and scale of the 2027 IRS cut will be tied to the public-accounts and macro reads of the coming months, with a €40,000 marginal-rate compression and a 2028 carve-out on the Derrama Estadual already on the forward calendar.
Chega Pins Reforma-65 Demand on Written Compromisso From Montenegro
And earlier today, Chega leader André Ventura tied his party’s Reforma-65 demand at the Concertação Social table to a written compromise from Prime Minister Luís Montenegro, framing a calendarised pension-age reduction or a 40-year contributory-career threshold as the non-negotiable threshold for his bench’s parliamentary co-operation.
