Autoridade da Concorrência Fines MEO, NOS, Vodafone and Accenture €13.35 Million for Coordinated TV-Recording Advertising Scheme — 30-Second Pre-Roll on Catch-Up Was the Common Inventory
The Autoridade da Concorrência (AdC — Competition Authority) closed on 5 June 2026 the long-running subscription-television advertising case at €13.35 million across MEO (€4.2M, settled), NOS (€4.9M), Vodafone (€3.8M) and Accenture (€0.45M, the technical-framework architect). The infringement is the joint thirty-second pre-roll advertising slot the three pay-TV operators inserted on user-recorded programmes played back on Meo Go, NOS Iris and Vodafone TV Net from 2018 onwards, with standardised commercial terms that produced a single coordinated advertising channel rather than three competing products. NOS and Vodafone are filing judicial appeals at the Tribunal da Concorrência, Regulação e Supervisão (TCRS — Competition, Regulation and Supervision Court); MEO's settlement compresses the headline penalty by roughly 25% in exchange for an admission of facts and a non-appeal undertaking. The AdC orders the three operators to dismantle the joint advertising inventory within 90 days. Anacom signalled on 6 June it will monitor the dismantling process to prevent the coordinated framework from migrating to other shared advertising surfaces — the linear-TV programme guide, the on-demand catalogue front pages or the start-up splash screens.
Ministério das Finanças Tightens OE2027 Cativações Cap to 7.5% of Tax-Funded Spending — Circular Locks Defense, PRR-Calamity and SAFE Codes Outside the Hold Perimeter
The Ministério das Finanças (Ministry of Finance) circulated this week the technical framework for the Orçamento do Estado para 2027 (OE2027 — State Budget for 2027), pushing the standard cativações ceiling on public-administration spending up to 7.5% of the expenditure share financed by tax revenue, against the 5% floor in the OE2026 instructions. Three discrete carve-outs sit outside the perimeter — the defense envelope tied to the NATO 2% of GDP commitment and the new SAFE (Security Action for Europe) instrument, the Programa de Transformação, Recuperação e Resiliência (PTRR — Transformation, Recovery and Resilience Programme) calamity sub-envelope created in late 2025 for wildfire and storm response, and the Sistema Nacional de Saúde (SNS — National Health Service) wage execution lines. The Direção-Geral do Orçamento (DGO — Directorate-General of the Budget) will apply new measurement codes to flag each ministry's draft lines against the European Commission's expenditure-rule benchmark; Portugal's medium-term fiscal-structural plan commits to a primary-expenditure growth path of 2.8% per year through 2027. The Conselho das Finanças Públicas (CFP — Council for Public Finances) opinion is expected in late September.
Idealista Q1 2026 Report Counts Fewer Than 40,000 Homes Under €300,000 on the National Market — Affordable-Segment Supply Shrinks 31% in Twelve Months as IMT Jovem Demand Concentrates
Idealista's Q1 2026 supply-side report on the Portuguese property market, released 10 June, marks fewer than 40,000 of the 100,000-plus apartments advertised nationally at prices below €300,000 — the upper end of what a median resident household can finance through a 30-year mortgage at the current Euribor 3-month curve of 2.37%. The affordable-segment inventory has shrunk by 31% in twelve months and apartments priced between €90,000 and €180,000 now draw more than ten contacts per advert. Properties under €300,000 stay on the portal for 80 days on average, against 132 days a year ago. The Distrito do Porto and the Algarve interior carry the steepest shortfall, with the share of listings under €300,000 below 25% of the total. The Imposto Municipal sobre as Transmissões Onerosas de Imóveis Jovem (IMT Jovem — Young Buyer Municipal Real Estate Transfer Tax) regime amplifies demand inside the shrinking segment with full relief on the first €316,772 and partial relief up to €633,453 for buyers up to age 35. The IHRU's €1.85 billion 12,000-home programme is the largest counter-cyclical lever but delivery stretches into 2028.
ASAE's Operação Fake ZERO Seizes 74,800 Counterfeit Articles in the Pre-Mundial 2026 Sweep — 255 Economic Operators Inspected as Replica Jerseys, Caps and Match-Day Memorabilia Lead the Haul
The Autoridade de Segurança Alimentar e Económica (ASAE — Food Safety and Economic Authority) closed the pre-Mundial 2026 phase of Operação Fake ZERO with 74,800 counterfeit articles seized across 255 inspected operators. Replica Selecção and club jerseys account for roughly 37,000 of the haul, caps, scarves, flags and banners add another 22,000, and a long tail of sunglasses, watches, sneakers, handbags, perfumes and electronics accessories rounds out the residual 15,800. Eighteen individuals were detained — twelve at street and feira itinerant points, four at retail premises and two at wholesale warehouses — and forty-seven crime-process files were referred to the Departamento Central de Investigação e Acção Penal (DCIAP — Central Department of Investigation and Penal Action). The legitimate-retail valuation of the haul lands at €1.35 million, placing more than two-thirds of the inspected operators above the criminal threshold under the Código da Propriedade Industrial (CPI — Industrial Property Code). A second Fake ZERO phase covers 17-28 June and a third runs 1-19 July through the MetLife final.
Governo Approves €5 Million Modernisation Plan for Agência Lusa as New Statutes and Capital Increase Reset the State's News-Wire Architecture
The Conselho de Ministros approved this week the €5 million modernisation envelope for Agência Lusa alongside the new statutes that follow the November 2025 acquisition of the residual private capital and the appointment of a new Conselho de Administração. The plan is split across three pillars — newsroom-systems modernisation (replacing the legacy publishing stack), regional-correspondent reinforcement (Açores, Madeira, Algarve, Beira interior) and a multilingual desk in Portuguese, English, Spanish and French. The statutes set a five-member Conselho de Administração on a four-year renewable mandate; the Conselho Geral Independente (Independent General Council) editorial-independence guarantor preserves a dual-list mechanism for the editorial-director appointment. A parallel €5 million capital increase lifts authorised share capital from €4.5 million to €9.5 million in two tranches, clearing the accumulated 2023-2025 losses of €3.8 million. The Sindicato dos Jornalistas (Journalists' Union) and the Comissão de Trabalhadores continue to argue the framework falls short of the structural editorial independence a national news wire requires. A 17 June Assembleia da República plenary debate on the implementing legislation is the next political moment.
Ministério das Infraestruturas Opens Technical Validation of ANA's €233 Million Humberto Delgado Expansion Plan — South Pier, 10 New Boarding Bridges and 45 Movements-per-Hour Target Head to APA
The Ministério das Infraestruturas opened on 10 June the technical-validation phase on ANA Aeroportos de Portugal's €233 million expansion plan for the Aeroporto Humberto Delgado, the document the Vinci Airports-controlled concessionaire filed in August 2025 to lift declared capacity to 45 movements per hour from the current 38. The physical centrepiece is a new South Pier extension to Terminal 1 — 33,000 square metres, ten new boarding bridges, an extended apron, reformulated Central-Pier-to-South-Pier connection and a rebuilt South Busgate. The €233 million breaks down roughly €120 million for the South Pier civil works, €45 million for apron and bridges, €28 million for the Central Pier reformulation, €22 million for the South Busgate rebuild and €18 million for auxiliary systems. The Agência Portuguesa do Ambiente (APA — Portuguese Environment Agency) Environmental Impact Study is the longest pole in the calendar; the Government targets a Declaração de Impacte Ambiental by Q2 2027 and an operational date around late 2030. The 45-movements-per-hour throughput lifts the airport's annual envelope to roughly 41-42 million passengers, bridging the gap until the Aeroporto Luís de Camões in Alcochete reaches its 2034-2035 operational date.
