DGCP's Sunday 7 June Deadline for the 2025 Relatório Único Tightens on Portuguese Employers — Six-Annex Filing Closes the State-Wide Labour-Data Capture Window for 2.4 Million Workers

Portuguese employers have until midnight on Sunday 7 June 2026 to deliver the 2025 reference-year Relatório Único (RU, Single Annual Labour Report) to the Direção-Geral de Coordenação e Planeamento (DGCP, Directorate-General for Coordination and Planning) of the Ministério do Trabalho, Solidariedade e Segurança Social (Ministry of Labour, Solidarity and Social Security). The deadline was pushed back one week from the statutory 31 May floor, after DGCP flagged "alguns constrangimentos" (some constraints) detected during the data-collection window.

The Relatório Único is a Lei 105/2009 obligation that binds every employer with at least one dependent worker on a contract of employment. The filing is the central feed-in for Portugal's labour-market statistics: it consolidates the staff table, intra-year worker flows, vocational training reporting, occupational-health-and-safety service activity, strike records and the use of outsourced and service-provider arrangements into a single annual deposit. The 2025 reference year covers the calendar year just closed and feeds the 2026 statistical cycle at Statistics Portugal (INE) and at the Gabinete de Estratégia e Planeamento (GEP).

The structure of the report is set out in Portaria 55/2010, as amended. The core report is supplemented by six annexes, each addressing a separate dimension of the employer's labour profile. Annex A covers the Quadro de Pessoal (staff table) and records every worker on the payroll on the 31 October 2025 reference date — by employment category, remuneration band, qualification, seniority, weekly hours and contract type. Annex B (Fluxo de Trabalhadores) logs every entry and exit during the calendar year. Annex C (Formação Profissional Contínua) reports the volume of vocational-training hours delivered under the 40-hour-per-worker statutory minimum. Annex D logs the activities of the in-house or contracted Serviço de Saúde e Segurança no Trabalho (Occupational Health and Safety Service). Annex E records the days lost to strikes. Annex F captures all third-party service providers, including outsourcing and posting-of-workers arrangements.

The DGCP issued an explicit advisory urging employers to avoid filing in the final 48 hours. The portal historically buckles under load during the Friday-evening to Sunday-night final window, and the agency's web-form filing system has been known to time out during peak traffic. The DGCP recommended that employers with more than 250 workers — which are required to file the XML batch upload — push the submission through by close-of-business Friday 5 June to leave a 48-hour cushion for re-submissions in case of validation rejection.

Non-filing carries a coima (administrative fine) under the Código do Trabalho (Labour Code) Article 32 contraordenação muito grave bracket — €2,040 to €61,200 depending on the employer's headcount and turnover. The Autoridade para as Condições do Trabalho (ACT, Working Conditions Authority) cross-references the DGCP roster of filers against the Segurança Social employer file and runs targeted inspection sweeps on non-compliant employers from late June. The 2024 reference-year cycle saw 4.1% of the 273,000 obligated employers fail to file by the statutory deadline.

The Relatório Único also feeds the European Structure of Earnings Survey under Eurostat regulation 530/1999 and the Quarterly Labour Cost Index — making the 7 June deadline a binding gate not only for Portuguese statistical reporting but for Portugal's EU data-submission timetable.
