Portugal Opens First Regional Obstetrics Emergency Unit in Loures

Portugal inaugurated its first regional gynecology and obstetrics emergency unit on March 16, 2026, at Beatriz Ângelo Hospital in Loures, marking a significant shift in how the country addresses healthcare workforce shortages.

The new unit operates 24/7, serving the Loures-Odivelas/Tagus Estuary region with differentiated perinatal support. Teams from ULS Loures/Odivelas will provide 80% of continuous emergency care coverage, while ULS Estuário do Tejo teams handle the remaining 20%.

What Changed

The regional model consolidates services previously split between multiple hospitals. As part of this reorganization, the obstetrics emergency room at Vila Franca de Xira Hospital—which serves Azambuja, Arruda dos Vinhos, Alenquer, and Benavente—will close for emergency walk-ins.

However, Vila Franca de Xira's maternity ward will remain fully operational, including scheduled deliveries and open gynecology and obstetrics consultations for non-urgent conditions.

According to the Executive Directorate of the National Health Service (DE-SNS), the change addresses the persistent shortage of specialized doctors in certain areas, making it impossible to maintain complete teams at all facilities simultaneously.

Union Concerns

Healthcare unions have raised concerns about the reorganization, arguing it was implemented without proportional staff increases. The Southern Zone Doctors' Union noted that despite Loures Hospital taking on expanded services, "the team will only have the reinforcement of one nurse who will come from Vila Franca de Xira."

The unions also emphasized that doctors cannot be compelled to transfer from their assigned workplace to another hospital to cover emergency shifts—a potential staffing friction point as the model expands.

What This Means for Expats

If you live in or around Loures, Odivelas, or the Tagus Estuary region and need emergency obstetric care, you now have a dedicated 24/7 regional unit at Beatriz Ângelo Hospital.

If you previously relied on Vila Franca de Xira for emergency obstetrics services, you'll now need to go to Loures for urgent care. Non-urgent consultations and scheduled deliveries remain available at Vila Franca de Xira.

The Setúbal Peninsula is next in line for a similar regional obstetrics emergency unit, as the government addresses staffing constraints that have been most evident in that area.

This model reflects broader SNS reforms under way in 2026, prioritizing service concentration over distributed coverage in specialties facing severe workforce shortages.
