Portugal

President Seguro's first week: Newly inaugurated President José Luís Carneiro Seguro has held his first formal meetings with Prime Minister Montenegro and the Council of State. His opening week has been characterised by measured, institutional messaging — emphasising dialogue and constitutional stability ahead of the municipal elections in October.

Algarve water restrictions: Three municipalities — Silves, Lagoa, and Portimão — have moved to mandatory water use restrictions for irrigation and landscaping following reservoir levels dropping below 30% capacity. Domestic supply remains unaffected but the restrictions signal a tightening situation ahead of peak tourist season.

Trabalho XXI labour talks: Negotiations between the government, unions, and employer associations have resumed after Tuesday's impasse. The sticking point remains the minimum wage indexation formula — unions want automatic CPI-plus-1% increases; employers are pushing for productivity linkage.

Economy

ECB signals pause: Following last week's rate cut to 2.5%, ECB board members have indicated a possible pause at the April meeting. Euribor 12-month has ticked up slightly in response, from 2.61% to 2.65%, tempering expectations among Portuguese mortgage holders.

Tourism data: INE (Statistics Portugal) has released February 2026 tourism data showing a 7.2% year-on-year increase in overnight stays. The Algarve and Lisbon remain the top destinations, but interior regions — particularly Alentejo and the Douro Valley — showed disproportionate growth of 18% and 22% respectively.

Porto: The city council has approved the new Metro do Porto expansion plan connecting the airport to Boavista via a new underground line. Construction is expected to begin in 2028, with completion by 2032.

Braga: The University of Minho confirmed a new €12M research grant from the European Research Council for AI-in-healthcare applications, one of the largest ERC awards to a Portuguese institution in 2026.

Madeira: Recovery from Storm Regina continues. The regional government has confirmed that all major road connections have been restored, and tourist infrastructure on the south coast is fully operational.
