€60 Million for Casa Branca-Beja Electrification, €80 Million for Alentejo Farmers, a 12-Month Credit-Moratorium Rollover and Aqua SA Under Macário Correia — Inside the Beja Council of Ministers Package

Thursday's first decentralised Council of Ministers in Beja booked €60M for Casa Branca-Beja electrification, three bi-mode trains for early 2027, €80M for Alentejo farmers, the new Aqua SA water vehicle under Macário Correia, and a twelve-month rollover of the storm-Kristin credit moratorium.

Thursday's first-of-its-kind decentralised Council of Ministers — the one Prime Minister Luís Montenegro convened from the Ovibeja agricultural fair as the opening session of the new monthly cabinet-on-the-road format — produced a thicker decision package than the format itself had suggested. The headline is a €60 million envelope for the long-delayed electrification of the Casa Branca–Beja railway line, but the broader package runs deeper into Alentejo policy than any cabinet meeting in recent memory.

Five distinct decisions came out of the Beja session. Each lands directly on Alentejo livelihoods — and on the wider expat investor and resident profile across southern Portugal.

Rail Electrification: The €60 Million Casa Branca–Beja Line and Three Bi-Mode Units for Early 2027

The €60 million electrification of the Casa Branca–Beja section is the missing link that today forces every long-distance passenger out of Beja to change trains at Casa Branca for an electric service onward to Lisbon. The transshipment is the single largest reason the Beja line carries lower long-distance volumes than its catchment area would justify. Once electrification is in place, direct electric Intercidades services to Lisboa — Santa Apolónia or Oriente will become physically possible for the first time.

Bridging the rolling-stock gap, Montenegro confirmed that three bi-mode automotoras will arrive in January, February and March 2027, allowing services to operate on the line during electrification works and after they are complete. The bi-mode units run on overhead power where catenary exists and on diesel where it does not — the standard interim solution for partially electrified networks. The three sets sit inside a wider €1.8 billion rolling-stock pipeline the Government has committed to over the next decade, the largest CP fleet renewal since the early 2000s.

Three Road Connections: A26 to Beja, Beja to A2, and IP8 to Ficalho in Three Segments

The road package is the second pillar. The A26 will be extended through a new Santa Margarida–Beja link, finally tying the A26 corridor into Beja's road network. A new highway-grade Beja–A2 connection will route through the Castro Verde / Ourique area to the Algarve corridor, replacing today's two-lane EN routes. And the IP8 between Beja and Ficalho — the cross-border axis to Spain through the Vila Verde de Ficalho border post — will be built in three segments: Beja to Serpa, Serpa to Vila Nova de São Bento, and Vila Nova de São Bento to Ficalho.

None of the three road projects are new on paper. All three have appeared in successive Plano Nacional de Investimentos drafts since the early 2010s. Thursday's decision is procedural rather than financial: the Cabinet authorised the launch of design and procurement work, with cost envelopes and final specifications to be set as each tender goes to the market.

€80 Million for Alentejo Farms — Storm-Damaged Irrigation and the Iran-War Fertiliser Bill

The agricultural envelope splits in two. €60 million goes to the recovery of aproveitamentos hidroagrícolas — the regional irrigation perimeters managed under the Lei dos Aproveitamentos Hidroagrícolas — damaged by the January and February storm cluster that battered the Alentejo and the Algarve. Repair of canals, lift-pump stations and tertiary distribution networks across the EDIA-administered Alqueva perimeter and other DGADR-supervised perimeters draws from this envelope.

The other €20 million compensates farms for the run-up in fertiliser and energy costs since the Iran conflict opened in March, which has lifted Brent to the $85.9 a barrel level used in the Programa de Estabilidade revision and pushed European nitrogen-fertiliser prices toward levels last seen during the 2022 gas spike. The mechanism replicates the IFAP-administered support schemes used during the 2022 inflation episode — direct per-hectare top-up payments to producers who can document fertiliser purchases over a defined reference period.

A New Water Vehicle — Aqua SA Under Macário Correia

The Cabinet also formally approved the creation of Aqua SA — the new commercial vehicle inside the Águas de Portugal group that will coordinate the implementation, construction and financing of the hydraulic infrastructure projects under the Água que Une strategy launched in March 2025. The company is in effect a recasting of AdP Energia, with its scope widened from energy-asset management to whole-cycle water investment delivery.

Macário Correia, the engineer who served as Secretary of State for the Environment under the Cavaco Silva administrations and as PSD president of the Faro and Tavira câmaras, was chosen to lead it. Around €1.5 billion is already in execution under the strategy — covering dam safety, supply-network rehabilitation, drought-resilience storage and digital water-cycle monitoring — and Aqua SA's role is to push that money out the door faster than the AdP group's existing operating subsidiaries have been able to. The Council also lifted the moratorium on new aquifer drilling that had been in force in several Algarve and Alentejo sub-basins, signalling a shift toward conjunctive surface-and-groundwater management.

The Credit-Moratorium Rollover

The fifth decision — the one likeliest to draw the most consumer-facing reading — is a twelve-month extension of the credit moratorium opened in February for households, micro-businesses and social institutions affected by Storm Kristin. The extension lands the same week the original moratorium would otherwise have expired under the Banco de Portugal's five-business-day automatic-restart clock. Borrowers under PARI default-prevention frameworks across roughly 7,400 mortgage and business credit files now have a fresh window before back-dated instalments restart.

What This Means for Expats

  • Beja's connectivity changes from late 2027. Electric Intercidades from Beja direct to Lisbon become possible by 2027/28 once the Casa Branca electrification is live and the three bi-mode units enter service. For expats settled in the inner Alentejo or contemplating relocation, the time-to-Lisbon equation is about to compress meaningfully.
  • The Algarve–Alentejo road grid finally moves. The Beja–A2 highway-grade link unlocks a faster road route from inner Alentejo to the Algarve coast, and the IP8 to Ficalho cuts journey time toward Seville and the Andalusian motorway grid. Both matter for second-home owners and remote workers operating across the border.
  • Algarve and Alentejo farm investors get fertiliser relief. The €20M fertiliser envelope, drawn from the same IFAP framework used in 2022, will be distributed via per-hectare top-ups. Expat owners of olive groves, vineyards and almond orchards under the IFAP register qualify on the same basis as Portuguese producers.
  • Aqua SA changes the water investment cycle. Hydraulic projects long stuck in the AdP-group queue should accelerate. Expats whose properties depend on reinforcing supply networks — particularly across drought-prone parts of Alentejo, the Algarve and the Centro region — should expect faster network upgrades through 2027–2028.
  • Storm-Kristin borrowers get a reprieve. The twelve-month moratorium rollover postpones the back-dated instalment shock for the roughly 7,400 borrowers in the affected districts. Foreign residents holding mortgages in the affected areas should confirm participation directly with their lender; the extension is not automatic and requires a renewed application under the BdP framework.

The decentralised cabinet format is now scheduled to repeat monthly, anchored to a major regional fair or sectoral hub. The next session has not yet been scheduled, but the prime minister's communications team has indicated June 2026 as the working target.
